Job Description:

Under the direction of the Operational Compliance Manager, the incumbent is responsible for the planning, development, and delivery of training for the Facilities Management Department. The incumbent may request that external contractors be hired to deliver training. The incumbent is responsible for inspections of work areas and reports on any deviations from safety standards to the Manager. The incumbent may assist with inspecting and reporting on external client compliance, including caretaking quality, fire extinguishers, emergency lighting and eyewash/safety shower.

Duties and Responsibilities:

  • Supports Safety Training and Compliance by:
  • Assisting with the development of a facilities-oriented training program to support the continual development of the Technical, Engineering, Custodial and Grounds, and Operations and Maintenance Teams;
  • Delivery of health and safety training and detailed WHMIS training;
  • Training employees on the proper use of PPE;
  • Training employees to college programs and standards (i.e., risk management);
  • Training employees to the college fire safety plan;
  • Orientation of new staff;
  • Maintaining personnel training records, as required;
  • Supports Workplace Compliance by:
  • Identifying hazardous conditions and working with the Manager to correct the issues before they cause injuries or illness;
  • Ensuring continual monitoring and reviewing of compliance procedures to help identify possible areas where improvements could be made;
  • Assisting with the development of SOPs;
  • Responsible for the inspection of various sites across campus (e.g., mechanical and electrical rooms) and compiling reports regarding compliance with established safe work practices;
  • Monitoring TSSA and ESA reports to ensure actions have been completed and in a timely manner;
  • Assisting with Fire Marshall inspections to ensure compliance;
  • Working with staff regarding the purchase of WHMIS controlled chemicals to ensure SDS are in place;
  • Monitoring chemical inventory to ensure chemical storage is compliant;
  • Assess and report on safety shower/eyewash compliance;

Monitors External Contractor Compliance by:

  • Assessing and reporting continually and independently on the cleanliness level of all college areas using measurable standards and assessment tools;
  • Assessing and reporting on fire extinguisher and emergency lighting compliance;
  • Reporting and investigating areas of non-compliance to affect change;
  • Assists with safety and security:
  • Assisting with evacuation of students and staff during fire evacuation drills and emergencies, when requested;
  • Reporting safety issues to Facilities Service Desk, e.g. tripping hazards, non-functional doors, blocked emergency exits;
  • Other duties as assigned.

Required Qualifications:

  • Minimum two (2) year diploma in a related field, i.e. Occupational Health and Safety, Applied Disaster and Emergency Studies, applied STEM/Compliance studies or equivalent education in a related field;
  • Minimum of three (3) years progressive experience as a health, safety and security professional preferably in an educational setting. Experience includes:
  • Technical writing;
  • Training - development and delivery (workshops, public speaking);
  • Conducting inspections and reporting;
  • Working in a large, institutional workplace;
  • Computer skills;
  • Archibus or computerized maintenance management system (CMMS) experience is an asset.
