Founded in 1970, East Valley Community Health Center is a Federally Qualified Health Center (FQHC) who's services include providing personalized, affordable, high-quality medical, dental, vision and behavioral health care through a community-based network within the East San Gabriel Valley and Pomona Communities. Our staff practices patient-centered care by serving each patient with a personalized care plan that meets their individual needs. Our patients have access to support services that include, nutrition, health education, case management, pharmacy, lab, and x-ray at our health center locations. East Valley serves the health care needs of uninsured and underserved individuals and families throughout our 8 health center locations.

The Human Resources Manager serves as the organization’s subject matter expert in employee relations, ADA accommodations, and workers’ compensation, acting as the primary point of contact for workplace concerns, investigations, and corrective actions. This role partners closely with the Human Resources Director to ensure compliance with all applicable employment laws while fostering a fair, consistent, and supportive work environment.

In addition to managing complex employee relations matters, the HR Manager plays a key role in developing manager capability through training and coaching on performance management, compliance, and workplace best practices. The position also supports leadership development initiatives and partners with leadership to promote a culture of accountability, engagement, and effective people management.

This role is critical in mitigating organizational risk, ensuring consistent policy application, and supporting workplace safety efforts, including workers’ compensation prevention and return-to-work programs, in alignment with the organization’s mission and values.

*Major Position Responsibilities and Functions:*

  • Serve as the primary point of contact for all employee relations matters, including employee complaints, workplace concerns, and conflict resolution.
  • Lead complex and sensitive workplace investigations, ensuring thorough documentation, objective findings, and legally compliant, defensible outcomes.
  • Manage and drive the corrective action process, coaching managers on performance issues, documentation, and disciplinary actions up to and including termination.
  • Act as the organization’s subject matter expert on ADA, managing the interactive process, accommodation requests, and compliance documentation.
  • Oversee leave of absence administration, including FMLA/CFRA and other applicable leaves, ensuring compliance and coordination with employees and management.
  • Administer workers’ compensation claims, including reporting, coordination with third-party administrators, return-to-work programs, and ongoing case management.
  • Ensure compliance with federal, state, and local employment laws, maintaining up-to-date knowledge of regulatory changes and auditing HR practices for alignment.
  • Partner with leadership to mitigate risk, ensure consistent application of policies, and promote a fair and compliant work environment.
  • Develop and deliver training programs for managers on employee relations, performance management, compliance, and workplace best practices.
  • Support leadership development initiatives by coaching managers on effective employee management, communication, and conflict resolution.
  • Partner with safety teams and leadership to support workplace safety programs, including workers’ compensation prevention strategies and return-to-work initiatives.
  • Oversee the HRIS, ensuring accurate employee data management, reporting, and system optimization.
  • Participate in departmental planning and organizational initiatives to support business objectives.
  • Perform other duties as assigned.

*Position Requirements and Qualifications:*

  • Bachelor’s degree in related field or four years of experience as an HR Manager in lieu of the degree.
  • Minimum of 5+ years of progressive HR experience with a strong focus on employee relations, ADA, and workers’ compensation.
  • Demonstrated experience conducting workplace investigations and managing complex employee relations issues.
  • Hands-on experience managing ADA accommodations and the interactive process.
  • Experience administering workers’ compensation programs and coordinating with third-party administrators.
  • Knowledge in Human Resources or management procedures.
  • SHRM-CP or PHR, highly preferred
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Thorough knowledge of employment-related laws and regulations.
  • Proficient with Microsoft Office Suite or related software.
  • Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.

DOE: $78,000.00-$92,866.00 Annually
