Regional Water and Wastewater Operations Manager
to lead critical infrastructure and community services in Martin County, Kentucky.
About the Role
Alliance Water Resources is seeking a Regional Water and Wastewater Operations Manager to oversee operations for a large water and sanitation district serving the Martin County region in Eastern Kentucky. This leadership role combines operational management, client partnership, regulatory oversight, and infrastructure improvement.
Pay range and compensation package
- Salary: Starting at $100,000 per year + bonus
- Bonus: Average 11% based on performance
- Company vehicle provided
- Must relocate to Eastern Kentucky.
Responsibilities
Operational Leadership
- Oversee water and wastewater operations serving the Martin County region
- Guide local operations leadership on staffing, training, and performance development
- Conduct regular field visits to support teams and ensure operational excellence
- Promote a culture of safety, compliance, and strong operational performance
Client and Community Relations
- Serve as the primary relationship leader for the Martin County Water and Sanitation Board
- Represent Alliance at board meetings and community discussions
- Build strong relationships with local officials, regulators, and community stakeholders
- Ensure responsive communication and strong partnership with the client
Infrastructure and Capital Improvement
- Support engineering and capital improvement projects for water and wastewater infrastructure
- Coordinate with engineering partners on system upgrades and long term infrastructure planning
- Assist with identifying and managing grant opportunities for infrastructure funding
- Monitor project timelines, budgets, and outcomes
Contract and Regulatory Compliance
- Ensure compliance with Kentucky environmental regulations and Public Service Commission requirements
- Maintain strong performance against service agreements and contractual obligations
- Oversee regulatory reporting, environmental compliance, and safety programs
Strategic and Financial Leadership
- Lead budgeting and operational planning for the regional system
- Support long term planning for system sustainability and growth
- Contribute to business development and operational improvement initiatives
Qualifications
- Experience managing utility, municipal, or infrastructure operations
- Leadership experience overseeing teams, budgets, and regulatory compliance
- Strong problem solving and decision making skills
- Excellent communication and relationship building abilities
- Working knowledge of water and wastewater systems and regulatory environments
Required Skills
- Kentucky Class II Wastewater Treatment
- Kentucky Class II Wastewater Collections
- Kentucky Class III Water Treatment
- Kentucky Class III Water Distribution
- Candidates with comparable certifications from other states who can obtain Kentucky licensing will also be considered. Alliance supports certification advancement and continuing education.
Preferred Skills
- Bachelor’s degree in Business Administration, Public Administration, Engineering, Environmental Science, or a related field preferred.
