Job Overview
This position is responsible to manage directly or through delegation, multiple software development teams focused on multiple product lines. Subordinates consist of all or part of the personnel necessary for the successful development of the software (Managers, Analysts, Quality Assurance Engineers, Software Engineers, Architects, Project Managers, etc.). Oversee all or part of analysis, quality assurance, software engineering, and project management efforts. Assist in establishing and communicating the strategic direction for the department and the product lines for which the position is responsible.
Key Responsibilities

  • Ensure personnel understand expectations, have materials and equipment to meet those expectations, are placed in a role where they have strengths to meet those expectations, and are recognized for exceeding those expectations
  • Demonstrate a proficiency at encouraging personal development and helping TSMs to understand the importance of their role in fulfilling the mission of the organization
  • Ensure all personnel are committed to quality, have healthy work relationships, have a clear understanding of their career progression, and are given opportunities to learn and grow
  • Oversee staffing in regard to hiring, dismissals, performance management, and pay reviews
  • Communicate status of personnel, products, and projects with clear, concise reports and metrics to all stakeholders
  • Establish and ensure adherence to a department budget, provides project level budget forecasts and manages in accordance with the established budget
  • Communicate product and department future direction to team members and other stakeholders
  • Facilitate the creation of project plans with proper scoping, estimates, and resourcing
  • Ensure the correct execution of projects through all phases of the Software Development Life Cycle
  • Establish processes and controls in relation to software development and software deployment
  • Ensure through direct involvement or delegation that each team member is adhering to the standards and best practices outlined for the organization in regards to Analysis, Quality Assurance, Software Engineering, Project Management, and Release Management
  • Ensure an efficient, effective, and durable product is produced
  • Enable team members by empowering personnel and providing an atmosphere of transparency
  • Assist in the development of strategic objectives and long-range plans for the department and its associated product lines
  • Facilitate team member engagement by clearly communicating the company’s vision, mission, and strategic objectives
  • Educate team members on major changes in the market as well as important issues affecting the business in order to facilitate innovation and effective problem solving
  • Educate executives and other senior level stakeholders on major changes in software development technologies and/or methodologies that will affect the mid-to-long-range strategic plans for the organization

Specific Knowledge & Skills

  • Excellent knowledge of the Software Development Life Cycle
  • Broad and wide-range understanding of industry practices for software engineering, quality assurance, analysis, and project management
  • In-depth knowledge of at least one of the development disciplines: software engineering, quality assurance, or analysis
  • Fundamental knowledge of continuous process improvement methodologies (e.g. Lean Six Sigma)
  • Advanced understanding of current best practices and methodologies in the areas of Organizational Planning and Organizational Development

Work Experience
Typically 12 or more years of increasing responsibility and complexity in terms of any applicable professional experience; 5 or more years of management experience.
Preferred Education
Typically a Bachelor's Degree or global equivalent in related discipline. Master's degree or global equivalent a plus.
Travel / Physical Demands
Travel typically less than 10%. Office environment. No special physical demands required.
Scope
Typically direct a large complex section of a department or a complex department with significant scope and financial and operational impact. Role may focus on executing a large and very complex/complicated process. Accountable for performance, results and staffing. Make recommendations for the objectives, policies and plans of the sub-function(s). Fully accountable for meeting the strategic, and operating objectives of the sub-function(s). Develop proposed budgets for approval and manage budget once approved. Operate with substantial latitude for un-reviewed action or decision. Often plays a role in high-level projects that have an impact on the company’s future direction.
Complexity
Work on complex, numerous and unique issues where analysis of situations or data requires in-depth knowledge of the company and an evaluation of intangibles. Knowledge of all areas within sub-function(s) derived from experience in non-management and middle-management roles allowing for innovative concepts and promoting new ideas within the function.
Strategy
Participate in establishing the strategic direction to ensure alignment with overall Company strategy and initiatives. Focus may be on the execution of a large and/or complex processes. Translate and guide team to implement strategy
Supervision
Direct and control activities through several managers or senior professional level staff who have responsibility for the operation of the assigned area and/or process or system.
Interaction
Regularly interact with executives and/or major customers/stakeholders. Ability to negotiate with customers or management and influence senior level leaders regarding matters of significance. Build personal networks to achieve mutually beneficial solutions.
Management Duties
Can hire, terminate, or promote and is aware of higher-level functional issues and concerns. Makes decisions on salary increases, performance reviews, disciplinary actions, etc.
Performance Requirements
Typically, to advance to a new job level, TSMs must demonstrate professional behavior and should consistently be at the high-end of meets expectations or consistently exceed expectations.
