As the Sr. IT Manager, Office of the CITO, you will play a pivotal role in helping the CITO to shape the organization’s technology strategy to ensure seamless IT operations. As a member of the IT Leadership Team, two crucial objectives are ensuring a consistent and strategic approach to the application of information and technology (I&T) across the enterprise, and ensuring a consistent, transparent and efficient approach to the way the IT organization delivers value to the business. The position focuses on ensuring that the IT organization "does the right things" through strategy and governance, as well as "doing things right" through organizational and operational model development and performance management. A few key aspects of the role include:

Required:

- Bachelor’s degree is required
- Strong organizational skills required
- Excellent communication skills, written and verbal
- 10 Years+ Experience in IT budgeting and planning
- 5 Years + in the Office of the CIO or IT Business Manager type role
- 5-7 Project management experience
- 5 years + of ServiceNow HAM & SAM

  • Experience working in a similar role or in the “office of the CIO” or as a “chief of staff”
  • Experience working in a very large IT department
  • Experience managing multiple stakeholders

Strategic Planning and Alignment

- Collaborate with the CITO and the ITLT to align technology initiatives with the overall business objectives.
- Assist the CITO to annually refresh the Oceaneering 4-year systems roadmap.
- Identify emerging technologies and work with others on the IT leadership team to assess their impact to the organization.
- Makes decisions and recommendations clearly linked to the organization's strategy and financial goals, reflecting an awareness of external dynamics.
- Defines strategic imperatives in terms of the links between increased value, enterprise needs and technological solutions
- Solicits advice, support, championship, sponsorship and commitment that result in smooth transitions of change and the development of mutually acceptable solutions.
Measures the organization's performance against the best-in-class peer group and sets a vision and plan to exceed those benchmarks.

Governance & Policy

- Design process flows for daily activities to increase outcomes by eliminating non-value added tasks.
- Create, establish, and maintain policies related to IT Finance, IT Purchasing, and IT SOWs.
- Maintain the IT SharePoint site with accurate policies and updated information.
- Focuses on the prioritization of IT across the enterprise based on strategic objectives and potential business value.
Ensuring there are processes in place to capture, distribute, and effectively use IT knowledge across the enterprise, driving continuous learning and improvement.

IT Financial Management and Resource Allocation

- Developing, presenting and managing the IT budget; providing transparency to IT costs; managing cost allocation chargeback principles; and measuring the benefits of IT investments.
- Responsible for the annual and multi-year IT planning, programming, and budgeting reporting.
- Responsible for departmental monthly budget forecasting and reporting activities.
- Identify variances between forecast and actuals, determine next steps.
- Develop a bottoms up budget for the IT cost center owners to understand their spend
- Create and action a plan to establish accurate open commitment spend for IT from purchasing.
- Investigate variances to determine if root cause was phasing, change orders, or rate discrepancies.
- Prepare and submit any departmental reclasses where coding was incorrect
Oversee the Telecom expense platform for cost allocation accuracy

Oversee IT Reporting

- Develop procedures and track compliance of important IT reporting and operational activities such as internal and external audit responses, mandatory training compliance.
- Work with the IT leadership team to develop reports that track important dates and initiatives.
- Establish new PO procedures which lead to transparency on the IT budget
- Develop a detailed application list on the IT budget by business unit for cost transparency
Analyze data and purchases for synergy opportunities and raise to the EA and SCM team

IT Vendor Management

- Investigate and resolve escalated IT vendor payment concerns/inquiries for the IT team.
- Responsible for identifying a future state path of resolution and key actions to keep accounts current.
- Assist the ITLT with vendor onboarding errors such as net terms, banking, and PO discrepancies.
Collaborate with Supply Chain to analyze KPI for IT vendors.

Software License Compliance

- Assist the IT leaders and our software procurement department to define software licensing and acquisition functions that include:
- Roles and responsibilities for all stakeholders
- Managing compliance with software end user contracts on a periodic basis (e.g., quarterly)
- Will be responsible for the ServiceNow SAM tool.
- Lead the run & maintain of SAM, review ServiceNow dashboards & reporting for assets and cost modeling.
- Develop a license show back model of user costs for their current application licenses.
Assist the team with Microsoft True Ups and change orders.

IT Communications

- Develop strategies for communicating the value of IT to the Oceaneering organization.
- Assist the CITO in preparing strategic IT presentations and Business cases.
Ensures effective communication of the strategy and strategic plan to key stakeholders, as well as internally to IT. employees to drive the right priorities and behaviors.

CITO Chief of Staff

- Assist the CITO with administrative tasks such as scheduling leadership team meetings, arranging travel, etc.
- Document challenges from site managers for the CITO and manage a plan of action.
- Ensures that IT is doing the right things and that IT does things right.
Provides leadership for the cross-functional management of information and technology across the enterprise.

IT Team Coordinator

- Maintain the IT Headcount reporting and Visio of ITLT’s org chart
- Leads formal multilevel direct-report teams and informal cross-functional teams.
- Gains members' input to and sets the team's vision, goals and strategic plan.
- Coaches, mentors and trains new and existing team members in organizational.
- Leads team strategy and planing meetings, conferences, and organization wide meetings.
- Checks for morale, personal concerns, and work or relationship problems within and between teams.
- Decides on solution paths, based on team's or business partners' input.
Represents the team to internal and external business leaders.

Supervisory Responsibilities

This position has supervisory responsibilities of personnel in the Office of the CITO department.

Reporting Relationship

  • This role will report directly to the chief information technology officer (CITO).
  • This role will also work with other IT leaders to develop reporting and communication processes.
  • Critical partners to this role are the IT PMO leader, the Finance analyst supporting IT, and IT liaison within the Supply Chain Management Team, and the IT directors.
