Are you the One? We are looking for a Program Manager II (Assistant Bureau Chief of Quality),who reports to the Bureau Chief of Quality and serves as the Assistant Bureau Chief. The Bureau of Quality is responsible for the development and implementation of innovative quality initiatives to promote the health and wellbeing of South Carolina Medicaid members. The Bureau ensures compliance with Agency policies by assessing clinical and operational functions based on standardized measures across all programs to maintain the Agency's Quality Strategy and Quality Improvement Program.
This role is responsible for assisting the Bureau Chief with managing the Agency’s health quality improvement activities, assessing health plan and provider quality status, and establishing and monitoring quality improvement goals and initiatives. The Assistant Bureau Chief also supports informing the Agency's executive team on matters related to Agency quality goals and works with Chief Medical Officer and other clinical staff on matters related to quality and population health.
The Assistant Bureau Chief works with internal SCDHHS stakeholders and other South Carolina health care payer systems to support the design and/or provide input into state initiatives related to population health, various cost containment strategies and evidenced based clinical interventions, as well as, SCDHHS internal policy.
With the Bureau Chief, the Assistant Chief position is responsible for supporting the following Offices:
Office of Community Initiatives: This office is responsible for the administration and oversight of quality based communities initiative activities that serve the member population and beyond. This includes designing and deploying a range of capacity-building resources including technical assistance, training, and collective impact models.
Office of BabyNet: This office is responsible for managing the Individuals with Disabilities Education Act (IDEA) Part C program, known as BabyNet, which partially finances services for infants and toddlers with development delays up to their third birthday.
Office of Quality Assurance & Compliance: This office is responsible for the administration and oversight of all Agency quality assurance activities and ensures quality assurance and performance improvement is defined, implemented and given a high priority in the overall management of the Agency.
Office of Quality Metrics: This office is responsible for the oversight, monitoring, evaluation, and advancement of quality strategies across the agency, ensuring the quality of care and service delivered to members meets or exceeds Agency goals.
- Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement and a safe, professional, and productive work environment for all employees.
- Assists the Bureau Chief with the development of the agency's Quality Assurance and Performance Improvement (QAPI) plan and oversees the QAPI committee. Supports use of data to monitor systems and processes, identify gaps and areas of improvement, and develop corrective action plans and performance improvement projects (PIPs). Coordinates across agency stakeholders to ensure QAPI efforts are integrated across all care and service areas. Assists Bureau Chief with overseeing team responsible for quality assurance, training, and compliance aspects of state plan services and HCBS waiver programs and services.
- Assists the Bureau Chief with overseeing the Agency's community initiatives (e.g. Quality through Technology and Innovation in Pediatrics (QTIP), South Carolina Birth Outcomes Initiatives (SCBOI), and other key community engagement initiatives to develop clear goals and measurement for Medicaid-wide program improvements. Supports development of strategies to apply lessons learned in the managed care delivery system to further improve quality measures.
- Works frequently with a wide range of clinical and non-clinical colleagues to drive SCDHHS’s overall quality strategy and appropriateness of interventions at a system and individual level.
- Assists the Bureau Chief with overseeing the interagency BabyNet program and the efforts of policy, operations, audit and quality, program, and outreach staff to ensure operation of a high-quality early intervention system that is fully compliant with state and federal law, regulation, and sub-regulatory performance standards.
- Assists the Bureau Chief with overseeing the development of the SCDHHS Quality Strategy, including all related quality improvement policies and activities aimed at ensuring the quality of care and service delivered to members meets or exceeds Agency goals. Assists the Bureau Chief with oversight of quality compliance and reporting across the agency and the management of the agency's EQR and associated vendor activities. Assists the Bureau Chief overseeing the CAHPS vendor and ensures CAHPS surveys and reporting meets evaluation and reporting requirements and leverages strategic initiatives to improve outcome measures.
Leads or supports other projects proactively or as assigned by Agency leadership. Continuously engages in process improvement to support Agency, Division, and Bureau-wide strategies, objectives, and initiatives.

## Minimum and Additional Requirements
A Bachelor’s Degree in Health Care, Nursing, Health Administration, Public Health, or a related health field and five (5) years of experience directly related to healthcare delivery and/or healthcare quality improvement.
PREFERRED QUALIFICATIONS: Master's Degree in Healthcare, Nursing, Health Administration, Public Health, or a related health field. Five (5) or more years of work experience overseeing contract management staff. Experience working with Medicare and/or Medicaid programs. Five (5) years of experience in a managed care organization. Experience working with a Medicaid program. Five (5) years middle management experience.
Additional Requirements:
- Overtime and/or weekend work with Deputy approval.
- Sitting or standing for long periods of time.
- Occasional overnight travel.
- Lifting requirements: 20 lbs.

## Preferred Qualifications
- Knowledge of NCQA/HEDIS quality standards.
- Knowledge of state and federal laws and regulations relevant to healthcare delivery and health quality.
- Strong written and verbal communication skills.
- Understanding of analytical methods relevant to quality measurement and improvement.
- Ability to work in a fast-paced, quickly changing environment.
- Ability to quickly and clearly transform abstract ideas and direction into clear goals and tasks.
