Workforce and Economic Development Office Manager

Job Responsibilities
York Technical College, a member of the South Carolina Technical and Comprehensive Education System, is a public, two-year institution of higher education that offers a variety of associate degrees, diplomas, and certificates. Through maximizing student success, the College seeks to contribute to the economic growth and development of York, Lancaster, and Chester counties and of the State.
The Workforce and Economic Development Office Manager performs the following functions:

  • Coordinate daily administrative operations for Workforce and Economic Development and serve as a primary administrative contact for students, employers, instructors, and community partners. Respond to inquiries, provide information regarding workforce offerings and processes, support divisional communications, and facilitate course registration and related customer service transactions.
  • Coordinate pre-class administrative processes by monitoring enrollment activity, supporting go/no-go decisions, communicating class status, and ensuring required materials, rosters, evaluations, certificates, supplies, space, and support services are in place before instruction begins. Enter, update, and maintain course, classroom, and event logistics in designated systems and coordinate with internal partners regarding facilities, technology, audio-visual, safety, and related operational needs. Support the timely preparation of instructional packets and class-ready materials for workforce offerings.
  • Coordinate post-class administrative closeout by collecting, reviewing, and processing attendance, grades, evaluations, certificates, and other required course documentation. Maintain accurate records and audit files for workforce offerings in accordance with college, system, grant, and program-specific requirements.
  • Support divisional business operations by coordinating purchasing, payment processing, invoicing, receivables support, purchasing card reconciliation, and related documentation. Prepare or coordinate workforce solutions contracts, memoranda of understanding, memoranda of agreement, and other administrative business documents in support of program delivery. Track financial and operational information needed for course viability, revenue activity, and business decision-making, and serve as a liaison with Finance, Business Services, Human Resources, and other internal offices on assigned matters.
  • Support consistent division operations by maintaining administrative procedures, operational records, and other reference materials used across Workforce and Economic Development. Coordinate recurring office processes, track outstanding items, and support the Associate Vice President and program staff in maintaining organized, consistent administrative practices across the division. Assist with special projects, events, and cross-functional process needs as assigned.

Minimum And Additional Requirements

  • High school diploma or GED and at least two years' experience in relevant administrative, office management, program coordination, or business operations experience OR an equivalent combination of education and experience
  • Experience coordinating multiple processes simultaneously in a deadline-driven environment
  • Experience using administrative, scheduling, financial, or student/customer data systems.

Preferred Qualifications

  • Experience in workforce development, continuing education, higher education, or a similarly complex service environment.
  • Experience supporting revenue-generating programs, contracts, or externally governed activities.
  • Experience working with systems such as Lumens, Astra, CourseDog, or similar platforms.
