The Technical Project Manager – IT PMO provides senior-level leadership for complex technology, reporting, analytics, training, process improvement, and support initiatives within the Health and Human Services Information Technology Project Management Office (PMO). This position leads efforts to strengthen project delivery excellence through improved project management practices, PMO systems and tools, reporting and analytics, workflow automation, customer support, and continuous improvement.
This role is responsible for managing and advancing initiatives involving project and portfolio management systems, reporting and analytics platforms, document and content management, workflow automation, and artificial intelligence-related solutions. The Technical Project Manager – IT PMO works closely with PMO leadership and stakeholders to ensure initiatives support transparency, accountability, compliance, performance, and quality across the IT project environment. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.
Essential Job Functions (EJFs)
Attends work on a regular and predictable schedule in accordance with agency policy and performs other duties as assigned.
- (30%) Leads PMO Projects Leads complex technology, training, reporting, process improvement, and support initiatives to advance IT PMO capabilities. Manages the full project lifecycle, including initiation, planning, execution, monitoring, implementation, and closeout, using accepted project management methodologies and agency standards. Ensures projects are completed on time, within scope and budget, and with a high level of quality, transparency, and accountability. Develops plans, schedules, budgets, communications, performance measures, and deliverables. Identifies risks, issues, and dependencies; develops mitigation strategies; and oversees change management, quality assurance, customer acceptance, lessons learned, and project documentation.
- (25%) Drives PMO Technology Modernization, Automation, and AI Initiatives Leads the evaluation, implementation, enhancement, and ongoing improvement of PMO technologies and operational tools that support project delivery and portfolio oversight. Oversees initiatives related to project and portfolio management systems, reporting and analytics platforms, workflow automation, document management, Power Platform solutions, Power BI reporting, and artificial intelligence-related capabilities. Partners with PMO leadership, technical teams, and business stakeholders to modernize systems and processes, improve usability and efficiency, reduce manual effort, and strengthen PMO operations and customer support. Supports technical strategy for future-state PMO tools and services.
- (20%) Oversees Reporting, Analytics, and Performance Measurement Provides project leadership for PMO reporting, analytics, and performance measurement activities that support executive and management decision-making. Extracts, validates, organizes, analyzes, and presents project and portfolio data from multiple sources to produce reports, dashboards, visualizations, trend analysis, and key performance indicators. Conducts analysis, benchmarking, and research to identify insights, support recommendations, and drive continuous improvement in project management performance and PMO service delivery. Presents findings and recommendations to leadership and other stakeholders in a clear, concise manner.
- (15%) Strengthens PMO Methodology, Training, and Customer Support Leads project management training, customer support, and process improvement initiatives that enhance the effectiveness of HHS IT project managers and improve PMO service delivery. Develops and maintains guidance, standards, procedures, job aids, and other documentation related to project management methodology, lifecycle processes, systems, and tools. Responds to customer and stakeholder needs related to PMO processes, reporting, systems, and project management support. Identifies opportunities to improve project-management training, support functions, and user experience, and implements enhancements that strengthen project consistency, efficiency, and service quality.
- (10%) Supports Governance, Compliance, and Stakeholder Engagement Advises, consults, and collaborates with leadership, project sponsors, oversight entities, and internal and external stakeholders to ensure projects and PMO operations align with agency, enterprise, and state requirements. Assists with the development, review, and revision of policies, procedures, standards, guidelines, reports, studies, legislative materials, and other business documentation related to PMO operations and project governance. Represents the department in meetings, presentations, workgroups, and communications with leadership, customers, other state agencies, federal partners, and public officials. Ensures projects are coordinated effectively, and that required reporting and compliance activities are completed accurately and timely.
Knowledge, Skills And Abilities (KSAs)
- Knowledge of project management principles, methodologies, and practices applicable to large and complex technology initiatives, including traditional and agile approaches.
- Knowledge of project planning, estimating, scheduling, budgeting, risk management, quality management, and performance monitoring.
- Knowledge of reporting, analytics, data interpretation, performance measurement, and dashboard development concepts.
- Knowledge of process improvement and quality assurance methods.
- Knowledge of state and federal laws, regulations, policies, rules, and requirements relevant to project management and public-sector operations, including the Texas legislative process and public accountability systems.
- Knowledge of leadership principles, stakeholder engagement, governance, and coordination across multiple teams and organizations.
- Knowledge of PMO tools and platforms such as project and portfolio management systems, Microsoft 365 applications, reporting tools, and workflow automation technologies.

Registrations, Licensure Requirements Or Certifications
Project Management Professional (PMP), Agile certification, or equivalent project management certification is preferred.
Initial Screening Criteria
- Graduation from an accredited four-year college or university is preferred. Major coursework in business administration, information technology, healthcare administration, public administration, analytics, or a related field is preferred. Relevant experience may be substituted for education on a year-for-year basis.
- 4 years’ experience performing project management duties for large, complex technology or business improvement initiatives is required.
- 2 years’ experience developing, reviewing, and presenting project-related deliverables, reports, analyses, or executive-level communications is required.
- 2 years’ experience with project reporting, analytics, performance measures, dashboards, or data analysis is required.
- Experience supporting or administering PMO processes, project and portfolio management systems, workflow tools, or related PM technologies is preferred.
- Experience with IT project management in a state agency, public-sector, healthcare, or large enterprise IT environment is preferred.
