Brief Job Description:
The Data Analyst IV is selected by and reports to the Manager of the Medicaid CHIP Data Analytics (MCDA) Visualization Team within the Office of Data, Analytics, and Performance (DAP). The position provides key research and analytical and reporting functions for the MCDA Visualization Team to support the identification of anomalies relating to clients, providers, service utilization, payment methodologies, and compliance with Medicaid/CHIP contract requirements. The position performs highly advanced Medicaid/CHIP program research activities under minimal direction with extensive latitude for the use of initiative and independent judgment. The position plans and/or conducts highly advanced program evaluation on the agency’s Medicaid/CHIP programs; coordinates project design, planning, statistical analysis, visualizations, and/or reporting; and writes advanced scripts and code for computer-based statistics applications. The position provides consultation and assistance to MCDA, DAP, and Medicaid/CHIP staff in developing methods and strategies for more effective reporting of Medicaid related data and analyses, including developing and monitoring performance measures and applying statistical sampling methods. The position also prepares a variety of reports, studies, visualizations, or other deliverables containing analyses of Medicaid services data, methods, procedures, and relevant sources to the administration and understanding of Medicaid/CHIP program and issues.
Essential Job Functions (EJFs):
EJF (30%) 1. Designs, develops, and maintains MCDA dashboards and reports utilizing data visualization tools and Medicaid CHIP data to monitor the administration of Medicaid and CHIP services. Prepares and reviews a variety of written, oral, and graphical deliverables containing analysis of Medicaid/CHIP data, methods, procedures, and relevant sources to the Medicaid/CHIP administration and policy analysis to provide data analytics, data trends, and improve the Division's contract management.
EJF (30%) 2. Compiles, queries, and loads data using SQL and other query languages, into databases from a variety of source formats. Writes advanced scripts for statistical applications and applies statistical sampling methods. Provides data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data; cleans and prepares data, as necessary.
EJF (20%) 3. Consults with data analysts, program staff, and executives to understand the business requirements that drive the analysis and design of the dashboards and reporting solutions. Coordinates project design and planning for projects. Collaborates with data analysts, program staff, and executives to analyze and interpret data patterns, analyze data trends and anomalies, understand correlations between data sets, gauge progress toward targets, review contract compliance and performance measures, provide recommendations for key research findings, and conduct program evaluation using Medicaid CHIP data.
EJF (10%) 4. Actively contributes to the continuous improvement of department processes through ongoing initiatives including: solutions to automate, building efficiencies, monitoring and maintaining consistency across multiple dashboards. Trains others and serves as subject matter expert on data integrity processes, data visualization tool usage, new techniques in data processing and analytics, and best practices; provides support for data visualization tool related questions, requests, and issues.
EJF (10%) 5. Assists with preparing and conducting presentations of MCDA dashboards and reports. Drives the selection of data visualization tools, the development of standards, usage guidelines, and procedures for those tools; and assist with data visualization tool system administration monitoring and upgrades.
Knowledge, Skills and Abilities (KSAs):

Skill in using SAS, SPSS, SQL, ACCESS, Business Objects or other statistical and database management software.

Skill in communicating with all levels of staff with varying degrees of technical knowledge.

Initial Screening Criteria:
Bachelor’s degree or equivalent in natural sciences, health sciences, social sciences, or related field. Master’s degree in any of these areas preferred. At least two years of work experience with acquisition, collection, management, analyses, and visualization [or presentation] of large data sets, preferably involving health or human service data.
Master's degree in applicable field can substitute for two years of work experience.
Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of the HHSC Human Resources Manual.
