\*\*\*This requisition will be funded through 6/30/27, so use that date in the RTR. Please note contract end date is dependent on the final schedule and projected needs. Historically, additional funding occurs in 1-year increments.\*\*\*
\*\*\*This is a full-time telework position with requirements to be on-site (1920 Technology Parkway Mechanicsburg, PA 17055), occasionally, as needed.\*\*\*
\*\*\*The individual is required to pick up commonwealth-issued equipment the first day.\*\*\*
\*\*\*The method of interview is virtual via Teams with the candidate's participation with video-enabled. The manager typically likes the Use Case to be submitted with their resume.\*\*\*
\*\*\*Work hours: 8 AM - 4 PM (40 hours per week). Management is flexible with regards to if a contractor wishes to start their day at let’s say 7:30 AM. However, they need to be available during DOC's core hours.\*\*\*
\*\*\*ALERT\*\*\*
In order to assist DOC with the interview process, they're asking each candidate to write a basic use case(s) based on the Business Case attached in the Reference tab of this requisition. This is to be done in conjunction with their resume submission. The purpose of this exercise is to review the candidate's writing style and ability to capture both user and system requirements in a concise and clear manner.
DOC expects the candidate to provide this use case(s) prior to their interview and be prepared to answer questions regarding its content. Also, DOC asks the candidate to come prepared with a list of questions that would assist them in completing/capturing any remaining detailed requirements. The candidate can take liberties with regards to the number of Use Cases they would like to include and with what requirements they feel will be necessary to satisfy the Business Case attached in the Reference tab of this requisition.
Position Description:
DOC requires the services of a Business Analyst staff augmentation consultant to assist the technical
staff in gathering and documenting the system functional and system requirements for new
development projects and enhancements to existing applications for DOC and Pennsylvania Parole
Board (PPB) users.
DOC IT primarily uses the Waterfall methodology. While we use Agile methodology for tracking project
work (sprint planning and our development efforts), the candidate must have skill and expertise in
eliciting and documenting requirements in a Waterfall environment. Experience with both waterfall
and agile project methodologies is encouraged, Agile is not required.
Specific Duties:
Collects, analyzes, and documents business rules, processes, and legislation.
Leads business requirements gathering sessions with business and technical resources for
complex system development projects.
Analyzes legislation or other business documentation (i.e. policies/procedures, RFPs, etc.) to
determine necessary IT system changes or changes to business processes required to meet the
objectives of an agency initiative.
Works with business users to develop and implement improved business processes for their
application to an IT system in support of agency program policy.
Works with users to develop or enhance system requirements.
Prepares or reviews detailed functional specifications for complex IT systems development or
enhancement projects to be used by developers for system coding.
Participates in the development of detailed functional specifications for highly complex system
development and enhancement projects.
Prepares use cases or other types of requirements documentation.
Executes the above responsibilities independently, requiring minimal guidance or oversight.
Assists with system testing.
Assists with preparation of system change requests.
Assists with the planning and prioritization of system changes.
Assist with the creation of training materials.
Troubleshoots system, data, or process problems.
Works with development and database teams to identify opportunities for data migration and
correspondingly documents any necessary business rules.

Prepares mock-ups to provide visual aids for requirements gathering.
Prepares process flows to document for As Is and To Be business processes.
Performs basic SQL queries (as needed) for analysis purposes.
