Role summary
Apogee seeks a Program Manager SME for the MAR JPO at Warner Robins AFB, GA. This full-time, onsite role requires a US citizen with a Top Secret/SCI clearance and a Bachelor's degree. The Program Manager will serve as the overall Contractor Program Manager, acting as the single point of contact between the contractor and government, and providing executive-level oversight. Responsibilities include managing multiple concurrent programs, overseeing resources, identifying and mitigating risks, coordinating surge support, and supporting strategic planning and contract administration. A PMP certification is required, with 20 years of program management experience, including at least 10 years managing large DoD contracts ($50M+ value) and multi-site operations. In-depth knowledge of GPS/GNSS systems is also essential.
Overview:
Apogee has an exceptional opportunity for a Program Manager (Subject Matter Expert) to support the M-Code Aviation Receivers Joint Program Office (MAR JPO) at Warner Robins AFB, GA. This position serves as the overall Contractor Program Manager for the entire MAR JPO support contract, responsible for coordinating all contract activities, serving as the single point of contact between the contractor and government, and providing executive-level program oversight.
This is a full-time position located at Warner Robins Air Force Base (AFB).
Responsibilities:
Overall Program Leadership:
- Serve as the designated overall Contractor Program Manager for the entire MAR JPO support contract
- Act as the coordinating single point of contact between contractor and government
- Hold corporate escalation authority for all contract issues
- Provide overall management direction and coordination to COR and government staff
- Ensure highest quality standards for all contract deliverables across all task areas
Program Management:
- Manage multiple concurrent programs including MAGR-2K, EGI, R-EGI, SDUE, and antenna systems
- Oversee site managers and ensure coordination between Warner Robins and Wright-Patterson activities
- Manage contractor resources (people, costs, risks) to ensure effective and efficient operations
- Provide Monthly Status Reports (MSR) and Annual Reports to government
- Identify and mitigate program-level risks across all contract activities
- Ensure compliance with all contract requirements, PWS, and quality standards
Surge Support Coordination:
- Coordinate all surge support and rapid response requirements
- Manage access to off-site senior SMEs for emergent government needs
- Oversee Studies & Analysis (S&A) task execution
- Coordinate advocacy briefings and senior leadership presentations
- Manage manpower analysis and resource planning activities
Strategic Planning:
- Support capability and technology roadmap development
- Coordinate milestone document preparation across programs
- Oversee trade studies and strategic analysis activities
- Support Product Support Business Case Analysis (PS-BCA)
- Coordinate data rights assessments and recommendations
Contract Administration:
- Ensure timely submission of all deliverables
- Manage subcontractor coordination and performance
- Interface with Contracting Officer and COR on all contract matters
- Ensure staffing continuity and quality across all positions
- Manage phase-in/phase-out activities
Qualifications:
Minimum Experience:
Citizenship: Must be a US citizen
Clearance: Must possess and maintain a Top Secret/SCI clearance
Certification: Project Management Professional (PMP) certification
Education: Bachelor's Degree
Years of Experience: 20 years of program management experience with at least 10 years managing large DoD contracts
Additional Experience:
- Demonstrated experience as Program Manager on contracts $50M+ in value
- Experience managing multi-site, multi-discipline contracts
- In-depth knowledge of GPS/GNSS systems and PNT programs
- Proven track record of excellent customer relationships and contract performance
- Experience with CPARS and achieving excellent ratings
- Strong executive-level communication and presentation skills
- Demonstrated ability to manage corporate resources and escalate issues effectively
Preferred Qualifications:
Certification: APDP Program Management Level 3 certification strongly preferred
Education: Master's Degree
Years of Experience: 15 years of program management experience with at least 10 years managing large DoD contracts

Travel: Travel up to 25% may be required - per the customer's discretion (includes coordination visits to Wright-Patterson and other sites)
