Role summary

Bright Star is seeking an experienced Data Analyst/Policy Specialist for a customer-facing role supporting a Counter Unmanned Aircraft Systems (C-UAS) program in Summit Point, West Virginia. The role involves designing a data management process for performance management of C-UAS technologies and standardizing operational policies and procedures. Key responsibilities include developing governance processes, creating analysis and vendor management frameworks, building a prioritization/optimization tool with forecasting, and developing dashboards for reporting. The position also requires supporting policy updates and communicating program status to leadership and stakeholders. This is an onsite, full-time position requiring U.S. citizenship and an active CBP BI.

Role Description

Bright Star is recruiting an experienced Data Analyst/Policy Specialist to support our customer’s Counter Unmanned Aircraft Systems (C-UAS) program. This position will design a data management process to support performance management for C-UAS technologies and  will also standardize operational policies and procedures regarding the use of C-UAS at the customer’s headquarters and at sector levels.

This is an on-customer-site position in Summit Point, West Virginia. Candidates must be able to successfully pass a background investigation.

Key Responsibilities

• Design a data-driven performance management process for the CBP C-UAS mission, ensuring all processes for ingesting, managing and reporting performance data are aligned to C-UAS mission requirements.

• Develop a governance process for performance management to include metrics to measure the effectiveness of deployed technologies and processes for capturing the data to drive metrics.

• Create an operational analysis framework for using operational data to improve Agents’ utilization of the technology.

• Create a vendor management framework for using operational data to identify vendor performance issues and develop logic to advise corrective action.

• Create a prioritization/optimization tool with forecasting capabilities to run scenario analysis based upon mission changes and resource increases or decreases.

• Develop tracking mechanisms, templates, and a dashboard (including data visualizations) for periodic data reporting, including weekly and Fiscal Year-To-Date (FYTD) C-UAS captured events/info and semi-annual Congressional reporting.

• Support updates to HQ C-UAS policies and procedures and assist sectors in developing sector-level C-UAS policies and procedures in alignment with HQ guidance.

• Standardize CBP’s Counter Unmanned Aircraft Operations Plans and Standard Operating Procedures across the enterprise to ensure standardization and consistency with the C-UAS Internal Operating Procedure across USBP sectors.

• Assist in the rewrite/update of the CBP C-UAS Policy Handbook and related policy efforts, including updates to the C-UAS Internal Operating Procedure.

• Communicate C-UAS mission requirements and program status to CBP leadership, Congressional appropriators, and the field.

• Other data-related and mission support tasks as assigned.

Required Qualifications

• Bachelor’s Degree required; master’s degree preferred

• 8-10 years project management experience with federal programs

• PMP preferred, with experience developing measures

• 3-5 years of relevant policy development related experience preferred

• Knowledge and experience of CBP standard and internal operating procedures preferred General understanding of the C-UAS kill chain and technologies to implement

• Understanding of law enforcement CONOPS, particularly regarding C-UAS

• Strong understanding of geospatial analysis and applications

• Ability to effectively utilize data visualization tools and data platforms (Excel, PowerBI, Tableau, Qlik, GIS)

• Demonstrate a high level of initiative and be a self-starter, solution seeker

• A true team player who promotes cross-functional collaboration and maintains a positive attitude in a dynamic environment

• Must understand how to work and brief effectively with high level Government staff

• Security Requirement: U.S. citizenship and an active CBP BI.
