Role summary

The City of Fort Wayne is seeking a strategic and decisive Engineering Program Manager for its Utility Construction Services. This role requires deep experience in utility construction, contract management, and team leadership to guide complex projects, influence stakeholders, and drive results. The successful candidate will lead and manage utility construction programs, oversee staff and workflows, manage budgets and schedules, and ensure efficient, safe, and compliant project delivery. Responsibilities include direct supervision of team members, including hiring, training, and performance management. A Bachelor's degree in a related field and 10+ years of experience in utilities, public works, engineering, or construction management are required.

Engineering Program Manager – Utility Construction Services Schedule: 8:00 AM – 5:00 PM (hours may vary)

What You'll Do You'll lead and oversee utility construction services-guiding teams, improving processes, and ensuring projects are delivered efficiently, safely, and in compliance with regulations.

Key Responsibilities

  • Lead and manage utility construction programs including contract management, inspection services, and capital project coordination
  • Oversee staff, workflows, and performance while driving accountability, development, and results
  • Manage budgets, contracts, project schedules, and performance metrics to ensure efficient program delivery
  • Collaborate with internal teams, developers, contractors, and the public to resolve issues and advance projects
  • Identify process improvements, implement new technologies, and enhance construction and customer service outcomes

Supervisory Responsibilities

  • Direct, coach, and evaluate team members within Utility Construction Services
  • Lead hiring, training, performance management, and disciplinary actions
  • Assign and prioritize work while ensuring team alignment with organizational goals

What You Bring | Education & Experience

  • Bachelor's Degree in Civil Engineering, Civil Engineering Technology, Business Administration, Organizational Management, or related field
  • 10+ years of experience in utilities, public works, engineering, or construction management
  • Strong background in construction inspection, contract management, and capital project delivery
  • Proven leadership experience managing teams and complex programs
  • Equivalent experience may be considered in place of education

Preferred Certifications

  • Valid driver's license
  • Ability to obtain:
  • Construction Document Technician (CDT) within 18 months
  • Construction Contract Administration (CCA) within 36 months
  • Water Distribution Operator License within 24 months
  • Wastewater Collection Operator License within 36 months

Technical Skills & Knowledge

  • Advanced understanding of construction contracts, documents, and utility standards
  • Knowledge of environmental regulations, NPDES compliance, CMOM, and related utility requirements
  • Strong project management, budgeting, and process improvement skills
  • Experience with project management systems and data-driven decision making
  • Excellent communication, negotiation, and stakeholder management skills
