Role summary

The City of Port St. Lucie is seeking a temporary, contractual Red Light Camera Program Manager for its Police Department. This full-time, 40-hour/week position, not to exceed 12 months, is responsible for supervising the red-light camera systems to ensure effective traffic law enforcement and public safety. Duties include analyzing camera data, assisting with legal and administrative processes, monitoring live feeds, reviewing footage for violations, ensuring compliance with state statutes, preparing reports, and providing training. The role requires supervisory responsibilities, including interviewing, hiring, and performance appraisal. This is an essential position requiring 24/7 availability during city emergencies.

This is a contractual temporary position not to exceed twelve (12) months. This position is full time, 40 hours a week. After the applicable waiting period, the individual will be eligible for health benefits.
Responsible for supervising the red-light camera systems to ensure the effective enforcement of traffic laws and enhance public safety. The manager will analyze camera data, assist with legal and administrative processes, and provide support for red-light camera operations. For purposes of administering the section, the department, a county, or a municipality may authorize a traffic infraction enforcement officer under s 316.640 to issue a traffic citation for a violation of F.S. 316.074(1) or F.S. 316.075 (1) (c) 1. Facilitates the development of public trust and confidence in the city.
This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

  • Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action. Build strategic and collaborative relationships and interact with others in a way that builds confidence and trust. Provides excellent customer service by taking action to accomplish objectives. Maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Understanding of the Red-Light Camera System and F.S.S. 316.0083.
  • Communicate with the public, answering questions and providing information about the Red-Light Camera System.
  • Responsible for the monitoring of live feeds and review captured footage to identify violations and ensure adherence to operational protocols. Aim for measurable outcomes by reducing the number of reported violations each month and decreasing the average time for case processing. This focus on results will help in demonstrating the system's impact on traffic safety and operational efficiency.
  • Review recorded images prior to the issuance of a Notice of Violation to ensure the accuracy and integrity of the recorded images. All violation notices will comply with the Mark Wandall Traffic Safety Program, Fla. Stat.
  • 316.0083.
  • Enter, retrieve, review, and verify the accuracy of entered data using word processing, databases, or other programs.
  • Oversee the performance clerical tasks, including answering telephone calls, entering data into the computer system, copying, filing, and composing statistical reports.
  • Interacts with leadership regarding the performance, strategy, metrics, and results.
  • Notify any issue involving the Red-Light Camera programs software’s capabilities and expectations through effective communication with Police Department leadership.
  • Manages the program to ensure that notices of violation are sent within the required 30-day window specified by the Mark Wandall Traffic Safety Program.
  • Collaborates with law enforcement and the City Attorney’s Office to ensure compliance with applicable laws, policies, and procedures.
  • Prepares Annual Report per Florida State Statute 316.0083, the Mark Wandall Traffic Safety Program.
  • Attends and testifies, when required, at city and county traffic hearings to uphold evidentiary integrity and bolster accountability. This involvement ensures that all procedures are transparent and just, strengthening public trust in the enforcement process.
  • Provides training and technical support for staff involved in the red-light camera operations.
  • Acting as a liaison between the municipality and the private vendors that maintain the camera hardware.
  • Other duties as may be assigned.

Supervisory Responsibilities
Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education And/Or Experience
Graduation from an accredited high school or possession of an acceptable equivalency diploma is required. Graduation from an accredited college or university with an associate’s degree is required. A minimum of three (3) years of experience as a law enforcement officer, with law enforcement certification from FDLE, required. A minimum of twelve (12) months of experience in traffic enforcement or technology-related assignments is preferred. A minimum of two (2) years of customer service experience is required. Successfully pass a pre-employment polygraph examination and background investigation.
CERTIFICATES, LICENSES, REGISTRATIONS

  • Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire.
  • Certified Police Officer: The Red-Light Camera Program Manager are required to meet the same employment requirements as full-time officers, as established by the Criminal Justice and Standards Training Commission. Additionally, the Red-Light Camera Program Managers are required to possess a current Florida Department of Law Enforcement (FDLE) certification.
  • Must attend and successfully complete training in the Selective Traffic Enforcement Program (STEP) within 60 days of the date of hire.
  • Required to successfully complete court presentation training in accordance with F.S.S. 316.640 within ninety (90) days of hire. Additional training may be required.
  • Must successfully pass a visual acuity test administered by the City of Port St. Lucie. Contact lenses are permitted.

Knowledge, Skills & Abilities

  • Knowledge of relevant legal and regulatory frameworks, including department and city policies and practices. For example, familiarity with federal, state, and local laws, as well as ordinances related to law enforcement and community safety.
  • Knowledge of the City of Port St. Lucie’s geography and its road network.
  • Knowledge of business English, spelling, and punctuation to prepare documents, compose letters, etc.
  • Knowledge of office practices and procedures.
  • Knowledge of police forms, terminology, and records procedures.
  • Knowledge of computer programs: Microsoft Office and Records Management Systems (RMS).
  • Ability to access, input, and retrieve information from a computer.
  • An understanding of traffic law enforcement and Florida State Statutes is essential, particularly as they relate to traffic enforcement. This knowledge empowers employees to present clear and persuasive cases during city hearings and court proceedings, ensuring effective communication and compliance.
  • Ability to distinguish between the colors red, green, and yellow.
  • Ability to maintain complex records.
  • Ability to understand and follow oral and written instructions.
