Role summary
Exelon is seeking a Sr. Regulatory Specialist to join their Regulatory Strategy team in Oakbrook Terrace, IL. This role involves evaluating and analyzing business and strategic issues impacted by state and federal regulations. The specialist will support the development of comprehensive business plans, act as an expert resource, and provide consultation to ensure actions align with long-term strategies and regulatory compliance. Key duties include administering records and information management, assisting with data analysis for regulatory filings and audits, preparing analyses for strategic options, and supporting accounting, tax, financial, and economic analyses of regulatory matters. Primary Purpose
Regulatory Strategies & Solutions
- Evaluate and analyze business and strategic issues that are impacted by the state and federal regulatory and legislative environment as directed by management. Support development of quantitative and/or qualitative analyses to formulate comprehensive business plans in support of executive management decision-making. Act as an expert resource in working with other ComEd personnel to achieve favorable resolution of issues. Provide consultation to other functional areas within the Company to ensure actions are consistent with long-term strategies and are in compliance with current regulation.
Primary Duties
- Accountability Regulatory Policy
- Administer the company's records and information management and commitments tracking initiatives to ensure the company adheres to internal and external requirements. Provide guidance and support to the business on best practices for tracking, storage, retention, retrieval and destruction of physical records and documents consistent with corporate policy, state and federal regulatory requirements, and other agency guidelines. Support best practices in commitment tracking reporting, documentation and maintenance and records and information management. Provide support for compliance to any data privacy and data sharing policy and/or program (75%)
- Assist with data analysis for specific segments of regulatory filings and/or audits. Prepare analysis for strategic options to facilitate timely cost recovery through the generation of regulated revenue. Provide data and supporting analyses in the development of rate filings, including responses to information requests. (35%)
- Assist with accounting, tax, financial, economic and other quantitative and qualitative analyses of regulatory matters. Responsibilities include research, analysis, monitoring and the preparation of appropriate written and oral reports for management (25%)
- Provide data and support for the preparation of written testimony, regulatory audits and post-filing implementation requirement activities. (20%)
- Support and monitor regulatory hearings, proceedings and meetings. Assist in the analyses of accounting and financial impacts on the company of potential outcomes. Assist with preparation of appropriate reports to management identifying issues and suggesting appropriate actions to address issues raised by commission decisions and rule making.Regulatory Compliance (20%)
- Provide support to the other functions within Regulatory Compliance.Provide support to the Regulatory Policy & Strategy business unit as emerging projects and issues arise. (100%)

- This position has a direct impact on the utility's ability to successfully implement its regulatory strategy for revenue generation, cost recovery and earnings protection.
- The position has significant internal interrelationships. Key internal relationships include regulatory, finance, accounting, treasury, and legal, as well as other operational and support groups within ComEd and Exelon Business Services Company. The position requires an ability to work effectively in cross-functional teams to provide support for various company initiatives. In addition, the individual is regularly called upon to provide data and analyses to company personnel with regards to complex regulatory issues.
- The position requires that it be a trusted and reliable conduit of information to, and feedback from, the regulatory areas that impact the Company. In doing so, the position may interface with regulatory staff and external consultants requiring cooperation, tact, diplomacy and excellent judgment to further the company's credibility, image and business objectives.
- Work is complex in nature, and involves both technical and creative skills and an attention to detail, in order to quickly assimilate and implement new regulatory concepts under tight time constraints. At certain points in time, the position requires extended hours to prepare regulatory filings.
- Generally operates with minimal supervision.
- Regulatory Compliance
- This position has a direct impact on the utility's ability to successfully implement its regulatory compliance strategy.
- The position will interact with virtually every department within ComEd. It will also work regularly with the Office of Corporate Governance within Exelon Business Services Company. The position requires an ability to work effectively in cross-functional teams to provide support for various compliance initiatives.
- The position requires that it be a trusted and reliable conduit of information to, and feedback from, the compliance areas that impact the Company. In doing so, the position may interface with regulatory staff and external consultants requiring cooperation, tact, diplomacy and excellent judgment to further the company's credibility, image and business objectives.
Minimum Qualifications
- BS or BA in a quantitative field such as Business, Economics, Finance, Accounting or Engineering, OR in lieu of bachelor's degree, 6-9 years of related business experience.
- Five or more years electric and/or gas utility experience, primarily in the regulatory, rates, accounting, financial, or strategic planning areas.
Preferred Qualifications
BA or BS in any relevant field
Advanced degree in Accounting, Finance, Business, Economics, Law, or Public Policy;
Seven or more years of utility experience with five or more years' experience with regulatory filings.
