D2 Government Solutions is seeking an on-site Program Manager (PM) for Transient Alert Services at Fort Campbell, Kentucky. This role is responsible for the overall execution, compliance, and daily operations of airfield services, including aircraft support, inspections, and contingency operations. The PM will act as the primary on-site manager and company representative, overseeing staffing, safety, quality control, and reporting. Key responsibilities include managing teams in safety-critical environments, ensuring timely deliverables, and coordinating with government stakeholders and subcontractors. Required qualifications include demonstrated experience in aviation or airfield operations support contracts and strong team leadership skills.

D2 Government Solutions, Inc. is seeking a Program Manager (PM) to lead Transient Alert Services supporting Army airfield operations at Fort Campbell, Kentucky. This is a non-personal services contract role responsible for overall contract execution, compliance, and daily operational leadership in support of transient aircraft services, airfield inspections/condition checks, sweeper services coordination, contingency operations, and related reporting requirements.

## Work Location and Schedule

  • Location: Fort Campbell, KY (on-site at the airfield).
  • Schedule: Primarily Monday-Friday, 7:30 AM - 4:30 PM Central Time, except federal holidays/installation closures; must be available after normal duty hours within 2 hours when notified to address emergency contract matters.

## Key Responsibilities

  • Serve as the primary on-site manager responsible for performance of work and day-to-day operations.
  • Act as the authorized company representative for daily operational decisions and coordination with Government stakeholders (e.g., Contracting Officer Representative).
  • Oversee staffing approach, shift coverage planning, training compliance, and safety culture to support 24/7/365 service requirements.
  • Ensure operational processes support time-sensitive standards for aircraft services and response requirements during contingencies (e.g., surge operations).
  • Direct quality control activities, corrective actions, and continuous improvement to meet performance objectives and minimize rework/defects.
  • Ensure required reports and deliverables are produced accurately and on time (e.g., inspection records, traffic counts, damage reporting, training documentation).
  • Manage subcontractors (if any) to ensure mission performance and compliance with contract requirements.
  • Support proposal/transition/phase-in and establish baseline operating procedures and communication rhythms.

## Required Qualifications

  • Demonstrated experience managing aviation support, airfield operations support, or similar 24/7 operational service contracts.
  • Strong understanding of staffing and labor mix planning (positions, hours, skill levels) and ability to build a defensible basis of estimate for operations.
  • Proven ability to lead teams in safety-critical environments (flight line or industrial operations).
  • Strong communication skills (written and verbal) and ability to interact professionally with Government personnel.
  • Ability to obtain and maintain installation access and comply with local security and safety requirements.

## Preferred Qualifications

  • Prior experience managing transient alert, ground handling, air terminal/airfield operations, or similar services.
  • Experience with quality management systems and inspection-driven service delivery (ISO 9001 exposure a plus).
  • Experience supporting contingency operations and surge staffing.

## Physical and Working Conditions

Work is performed in and around an active airfield environment. Must be able to work outdoors in varying weather conditions, follow all airfield safety procedures, and wear required personal protective equipment (PPE) as applicable.
