Role summary
DarkStar Intelligence is seeking a Counterintelligence Program Manager in Quantico, VA. This full-time, onsite role requires an active TS/SCI clearance and involves providing leadership, operational oversight, and personnel management for JCITA course teams. The manager will execute Statement of Work (SOW) requirements, manage contract personnel, and integrate cleared Subject Matter Experts (SMEs) in a high-tempo training environment. Key responsibilities include supervising staff, ensuring performance standards, leading recruitment, addressing performance issues, managing complex activities, and interfacing with government stakeholders to define and deconflict requirements. A Bachelor's degree and PMP certification are mandatory, along with a minimum of 10 years of supervisory experience and graduation from an accredited Counterintelligence Special Agent credentialing school.

Overview
DarkStar Intelligence is seeking a Counterintelligence Program Manager to provide leadership, operational oversight, and personnel management in support of JCITA course teams. This role is responsible for executing requirements outlined in the Statement of Work (SOW), managing contract personnel, and ensuring the successful integration of cleared Subject Matter Experts (SMEs) in a high-tempo training and operational environment.
Key Responsibilities
- Oversee the day-to-day execution of work as defined in the Statement of Work (SOW).
- Supervise contract personnel and ensure performance standards and mission objectives are consistently met.
- Lead recruitment, assignment, and management of appropriately cleared and technically qualified Subject Matter Experts (SMEs) supporting JCITA course teams.
- Identify, address, and immediately correct performance issues to maintain operational effectiveness.
- Manage numerous complex and time-critical activities simultaneously with precision and accountability.
- Interface directly with Government stakeholders to capture, prioritize, and deconflict requirements.

Requirements:
Minimum Qualifications
- Clearance: Active TS/SCI security clearance; willingness to obtain a CI Polygraph if required
- Education: Bachelor’s Degree
- Certification: PMP Certification (required)
- Experience: Minimum 10 years of supervisory experience
- Demonstrated experience interfacing directly with Government stakeholders to capture, prioritize, and deconflict requirements
- Expert ability to manage multiple complex and time-sensitive activities simultaneously
- Excellent oral communication and leadership skills
- Graduate of an accredited Counterintelligence (CI) Special Agent credentialing school (badge and credentialed)
Desired Qualifications
- Prior experience supporting JCITA or similar intelligence training environments
- Strong background in counterintelligence operations and program execution
- Experience managing cleared personnel and SME teams in classified environments
