Role summary
The Office of Racial Equity within the Office of the City Administrator seeks a Policy and Data Analyst. This role involves developing and reviewing policies and procedures related to racial equity. Key responsibilities include identifying, extracting, integrating, and analyzing diverse data sets to support program initiatives. The analyst will provide data visualization, data mining, exploratory data analysis, and report development services. Job Summary
This position is in the Office of the City Administrator (OCA) which has direct oversight overall executive-reporting agencies and is responsible for day-to-day management of the District government, setting operational goals and implementing the legislative actions and policy decisions of the Mayor and DC Council. OCA is also responsible for preparing the District's annual operating budget; and providing directions to all agencies to ensure they are meeting the needs of District residents on behalf of the Mayor.
This position functions as Policy and Data Analyst and is assigned to the Office of Racial Equity. Incumbent shares in the development and review of policies and procedures relating to racial equity. The work involves identifying, extracting, integrating, and analyzing multiple data and data sets in support of the program, projects, and initiatives. Incumbent provides data visualization support, and various data analysis services that include, but are not limited to, data mining, exploratory data analysis, data visualization, and report development. The work affects the development of administrative, managerial, and operational efficiency.
Duties And Responsibilities
The incumbent will be responsible for conducting in-depth research and statistical analysis of policy issues. Initiates, formulates, plans, executes, and coordinates research and statistical analysis on racial equity policy issues. Determines need for new or revised internal instructions, operating policies, procedures, and guidelines; and makes recommendations in preparation of new or revised instructions.
Plans, develops, and conducts program analysis, through a racial equity lens, concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. Prepares policy statements, and reviews and assesses the impact of proposed regulations and legislation on functional operation of the office.
Qualifications And Education
Specialized Experience is experience that equipped the applicant with the knowledge, skills, and ability to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level I the normal line of progression.

This position has been designated as Emergency pursuant to Chapter 12 of DC Personnel Regulations.
Residency Preference
: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proof) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
