Program Manager - WEAC
Role summary
e4c is seeking a Program Manager for its Women’s Emergency Accommodation Centre (WEAC), a 24/7 facility providing emergency shelter and transitional housing for up to 57 women experiencing homelessness. This role involves leading the ongoing development of the shelter, strengthening its practices, team capacity, and program outcomes. The Program Manager will ensure alignment with e4c's mission and values, enhance service integration, and oversee all aspects of program operations, including policy development, continuous improvement, staff management, and stakeholder engagement. The position requires extensive experience in leadership, supporting vulnerable populations, and managing large facilities, with a strong emphasis on trauma-informed care, harm reduction, and community collaboration.

Position Summary
The e4c Women’s Emergency Accommodation Centre (WEAC) provides 24/7 emergency shelter and transitional housing for up to 57 women experiencing homelessness, many facing complex trauma, mental health challenges, addiction, and other barriers. The program offers a safe environment, basic needs, and wraparound, multidisciplinary support focused on stabilization and pathways to housing.
In this role, you lead the ongoing development of WEAC as a housing-focused shelter, strengthening its practices, team capacity, and program outcomes. You ensure alignment with e4c’s mission and values while collaborating with housing program managers to enhance service integration across the organization.
Key Responsibilities
- Oversee 24/7 program operations to ensure effective, consistent service delivery and achievement of objectives.
- Ensure alignment with organizational mission, values, strategic goals, and contractual/operational requirements.
- Lead development, implementation, and evaluation of program policies, procedures, and best practices.
- Strengthen program effectiveness through continuous improvement, clear processes, and operational efficiency.
- Build and maintain partnerships with internal teams, external agencies, and community stakeholders.
- Act as a representative and advocate for the program in community relations and sector initiatives.
- Foster a positive, inclusive workplace culture and support recruitment, training, and staff development.
- Provide leadership, supervision, coaching, and performance management to staff and leadership teams.
- Oversee safety, risk management, and compliance, including incident response and facility standards.
- Manage program planning, reporting, and budgeting to support accountability and continuous service improvement.
Qualifications
Education
- Bachelor’s degree in Social Work or other Applied Human Services.
- RSW with ACSW and/or other related professional designations considered an asset
Certification
- Standard First Aid and CPR.
- Suicide Intervention
- Valid Class 5 Driver’s License and vehicle
- Proof of vehicle insurance (min. $2 million liability), registration and 3-year drivers abstract.

Experience
- 5+ years of progressive leadership in supervision, staff management, program development, and project start-up/management
- 5+ years supporting individuals experiencing homelessness using trauma-informed, person-centered approaches
- 5+ years working collaboratively with Indigenous communities and across government/contract funders
- Extensive experience managing large facilities (e.g., shelters), including operations, budgets, and accreditation standards
- Strong expertise in harm reduction, de-escalation, and culturally/gender-inclusive, evidence-based practices
- Deep knowledge of emergency health and social services, outreach/housing systems, and complex needs (trauma, addictions, mental health, poverty)
- Proven relationship-building skills with advanced proficiency in MS Office and database systems
