This role involves managing various units including Determinations, Appeals, Adjustments, Overpayments, Payment Authorization, Clerical, and Claim Filing staff, as well as Unit Managers. Job Description and Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

An Employment Program Manager II will be responsible for daily operations of the Multi-functional Center, which may include: Determinations, Appeals, Adjustments, Overpayments, Payment Authorization, Clerical and Claim Filing staff. The candidate directly supervises the Unit Managers and may also supervise custodial and clerical staff, organizes work flow and resources to achieve the desired objective of qualify of production.

The candidate must have the ability to foster and maintain effective working relationships with both internal and external customers; gather and analyze data; formulate, implement, and evaluate multiple programs and reason logically in measuring and improving EDD's services. The candidate must be able to make decisions and accept accountability; communicate effectively; plan, organize, and direct the work of others; apply innovation, leadership, and vision to EDD's programs and engender involvement and empowerment in implementation of EDD's mission, values, management philosophy, and customer services.

Travel may be required.

This is a full time permanent position.
This position is located in Anaheim in Orange County.

Examination/Assessment

The Employment Program Manager II is a Departmental Promotional exam for EDD employees only. The next administration of the Employment Program Manager II exam is tentatively scheduled for January, 2027.

Statement of Qualifications Requirements

A Statement of Qualifications (SOQ) is Required. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. Background Investigation Requirement

The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.

The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department. The department will consider potential mitigating factors, including, but not limited to, evidence and extent of rehabilitation, recency, nature and seriousness, and age at the time of the offense(s).

The investigation will consist of completion of a personal history statement and fingerprinting checks with the Federal Bureau of Investigation, Department of Justice, and/or local law enforcement agencies. Anyone failing to pass the background investigation will be provided information on how to appeal the process. A criminal conviction may not result in an automatic determination of "Not Qualified."
