Role summary
Foster Consulting, Inc. is seeking a hands-on Chief Technology Officer (CTO) to lead technology strategy, software development, infrastructure, and security for its multi-tenant platform serving law firms and healthcare practices. This role requires a blend of strategic vision and technical execution, overseeing a globally distributed development team and driving modernization initiatives. Responsibilities include ensuring high system uptime (99.9%+), managing network security, leading business continuity and disaster recovery efforts, and serving as the Security Officer for HIPAA compliance. The CTO will be a key member of the executive leadership team, translating technical metrics into business insights and participating in on-call rotations.

Position Overview
Foster Consulting, Inc. is seeking an experienced and hands-on Chief Technology Officer (CTO) to lead and oversee all aspects of the company’s technology infrastructure, software development, security, and operational performance.
This role is both strategic and highly technical, responsible for ensuring the stability, scalability, and ongoing evolution of a complex, multi-tenant platform supporting a large portfolio of client websites and internal systems.
The CTO will play a key leadership role in maintaining current systems while driving modernization initiatives across application architecture, infrastructure, and network security. This position also serves as a critical member of the executive leadership team, contributing to company-wide planning, performance tracking, and strategic decision-making.
Key Responsibilities
Technology Leadership & Strategy
- Define and execute the company’s technology vision aligned with business goals
- Lead modernization efforts across application, infrastructure, and security platforms
- Provide strategic guidance to executive leadership on technology investments and risk
Software Development & Product Oversight
- Lead and coordinate a globally distributed team of full-stack developers
- Oversee development and enhancement of proprietary CMS/CRM platform (DSS)
- Manage delivery of:
- New client website builds
- Feature enhancements
- Bug fixes and platform improvements
- Guide development of next-generation platform (DSS vNEXT)
Infrastructure & Systems Management
- Oversee hosting environments across multiple data centers
- Manage virtualization platforms and infrastructure performance
- Ensure high availability, scalability, and system reliability
Network & Security
- Oversee network architecture, firewall management, VPN access, and secure connectivity
- Lead ongoing transition to a modern, redundant firewall and security platform
- Ensure compliance with security best practices and regulatory requirements
Operational Performance & Reliability
- Maintain 99.9%+ uptime across all client-facing and internal systems
- Implement monitoring, alerting, and performance optimization strategies
- Lead incident response and service restoration efforts
Business Continuity & Disaster Recovery
- Develop and maintain Business Continuity and Disaster Recovery (BCDR) plans
- Ensure systems and data can be recovered quickly in the event of an outage
- Regularly test and validate recovery procedures
Regulatory Compliance (HIPAA)
- Serve as Security Officer responsible for HIPAA compliance and data protection
- Maintain policies, procedures, and documentation related to security and compliance
- Conduct semi-annual HIPAA training for staff
Executive Leadership & Reporting
- Participate in weekly EOS-based leadership (L10) meetings
- Provide reporting on:
- System performance and uptime
- Development progress and team performance
- Key initiatives, risks, and operational challenges
- Translate technical metrics into actionable business insights
On-Call Responsibility
- Serve as the primary escalation point for critical technical issues
- Participate in a 24x7x365 on-call rotation to support business continuity
Technology Environment
Current Stack:
- Windows Server

- Sophos UTM firewall
Modernization Initiatives:
- Linux-based infrastructure
- Node.js / TypeScript backend
- MySQL datastore
- Standards-based front-end (server-driven rendering, Web Components)
- XCP-ng virtualization platform
- Fortinet firewall and security platform
Qualifications
- 10–15+ years of experience in IT, infrastructure, or software development
- Proven experience in a senior technology leadership role (CTO, VP Engineering, or similar)
- Experience managing distributed development teams
- Strong background in infrastructure, networking, and security
- Experience with high-availability, multi-data-center environments
- Experience leading platform modernization or migration initiatives
- Familiarity with regulatory compliance frameworks (HIPAA preferred)
