Role summary

The Fire Program Manager, reporting to the Fire Chief, is responsible for the strategic planning, implementation, oversight, and budgeting of assigned specialized programs within the Fire Department. This role involves leading studies to improve services, developing partnerships with various agencies, managing program budgets, and preparing funding requests. The manager will also supervise personnel and volunteers, manage personnel certifications, and facilitate the CPR program. A key aspect is acting as a liaison with other EMS agencies and the public. The position requires an Associate's degree in a related field, four years of experience as a Paramedic, RN, or higher-level provider, and one year of supervisory experience. A Tribal Driving Permit and specific certifications are also required.

Distinguishing Features Of The Class
The Fire Program Manager is responsible for managing an assigned special program or specialized programs within the Fire Department. The Fire Program Manager is responsible for the planning, implementing, overseeing, and the budgeting for the assigned specialized program or specialized programs. This position reports directly to the Fire Chief or designee.
Essential Functions

  • Responsible for developing strategic plans inclusive of goals and objectives for assigned program(s); Responsible for directing strategies to improve program effectiveness and service delivery.
  • Responsible for providing highly complex and sensitive professional and managerial level assistance to the Fire Chief; Responsible for providing guidance to management, departments, and Community groups for assigned program(s).
  • Leads and conducts studies related to services, operational concerns, and/or improvements; Researches and analyze existing and proposed requirements that affect the assigned program(s).
  • Develop and maintain partnerships with local, state, and federal governments, businesses, and Community agencies; Create and participate on interdepartmental and/or interagency task forces.
  • Provide leadership to program related boards, committees, and partnerships; Present information to management and Community groups regarding program(s).
  • Coordinates with other fire department divisions to develop and monitor assigned program budgets and expenditures; Develops and implements funding and staffing requirements for the programmatic area to which assigned; Prepare grant and alternative funding requests when needed; Monitor activities and ensures all programmatic reporting requirements are met.
  • Responsible for maintaining equipment as it relates to the assigned program’s training needs.
  • Supervise assigned personnel and/or volunteers.
  • Acts as a liaison with other EMS agencies, healthcare provides, hospitals, and the general public.
  • Manages the certification and recertification requirements of Fire personnel; Sends reminders to fire personnel on the expiration of certifications and updates records with new and renewed certifications.
  • Facilities the CPR program by scheduling classes, and providing instructor education and material.
  • Perform other related duties as assigned.

Required Knowledge, Skill And Ability

  • Knowledge in developing strategic plans, goals, and objectives.
  • Knowledge of applicable local, state, and federal laws and regulations to ensure compliance of emergency services.
  • Knowledge of health care delivery systems and emergency medical services.
  • Knowledge of disease transmission and infection control.
  • Knowledge of emergency services administration, program development, and evaluation.
  • Ability to organize and facilitate meetings.
  • Ability to plan, coordinate, and execute events or training programs.
  • Ability to analyze information and develop resolutions, recommendations, and strategies to promote the efficiency of the assigned program.
  • Ability to develop and manage budgets.
  • Leadership abilities in relation to executing the major functions of the job description.
  • Ability to work with all levels of management, outside agencies, governments, the general public, and community residents.
  • Ability to use computer programs, Microsoft Office Suite software, and the Fire Department Record Management System.
  • Ability to speak in public with all levels of management and community residents in a professional manner.
  • Ability to develop reports and other written communication in support of the assigned program.
  • Ability to maintain effective working relationships with other employees, volunteers, Community officials, base hospital coordinators, other EMS coordinators, and the general public.
  • Assigned projects will be based on the selected person’s area of expertise; EMS program management, fire service programs, crisis response, and administrative tasks.
  • Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.

Required Education And Experience
Associate’s degree from an accredited college or university in Nursing, Emergency Medical Services, Fire Science, Medical Services, or a closely related field and four (4) years’ experience in the medical profession as a Paramedic, RN, or a higher-level provider (Nurse Practitioner, Physician’s Assistant, etc.) and which includes one (1) year supervisory experience.
Additional Requirement

  • Required to pass a background check and fingerprint clearance as a condition of employment and must continue to maintain throughout duration of employment.
  • Required to obtain a Tribal Operator’s permit.
  • Required to hold a Health & Safety Officer Certification from IFSAC or Pro-Board or obtain within one (1) year of employment.
  • Must obtain within one (1) year of employment certifications as an Instructor in Cardiopulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS), or Pediatric Life Support (PALS) and Emergency Medical Technician (EMT).
