Role summary

This advanced supervisory and managerial position directs a major component of the Department of Social Services' Services Division, focusing on Children's Services. The Program Manager oversees Social Work Supervisors, ensures compliance with child welfare laws and policies, and drives program operations. Key responsibilities include staff development, performance management, data-driven decision-making, budget recommendations, and collaboration with internal and external partners. The role involves direct supervision of supervisors and participation in recruitment processes. A Master's degree in Social Work or a related field, with specific years of social work and supervisory experience, is required.

GENERAL STATEMENT OF DUTIES
(CHILDREN SERVICES)
This position is responsible for directing one of three major components of the Services Division within the Department of Social Services.
DISTINGUISHING FEATURES OF THE CLASS
This is an advanced supervisory and managerial position with division-wide impact. The Program Manager is responsible for supervising Social Work Supervisors and overseeing program operations within Children’s Services.
This position ensures alignment with federal and state child welfare laws, NC Child Welfare policy, and Guilford County DSS strategic priorities.
Work includes program oversight, staff development, performance management, data-driven decision-making, and collaboration with internal and external partners including the courts, legal system, and community agencies
Duties

  • Direct one of three major components of the Services Division within the Department of Social Services
  • Provide direct supervision to unit supervisors of the various programs within the assigned area to ensure the delivery of services and compliance with program policies/regulations consistent with the Department's strategic plan
  • Participate in the DSS Strategic planning process
  • Submit budget recommendations for the Services Division
  • Coordinate resources, policies, and procedures to achieve and maintain countywide service delivery
  • Review programs, goals, and objectives with supervisors
  • Provide direct supervision to six social work supervisors and one office support supervisor
  • Ensure compliance with standards/regulations; make adjustments or reassign staff based on mandates/priorities
  • Develop programs and resources to enhance service delivery. Participate in the interviewing and selection process by functioning as a panelist on the interview board
  • Write position descriptions and develop task analyses and interview questions when recruiting for positions

Minimum Qualifications

  • MSW from an accredited school of Social Work and three years of social work or counseling experience, which includes two years of supervisory experience
  • BSW from an accredited school of Social Work and four years of social work or counseling experience, which includes two years of supervisory experience
  • Master's degree in a counseling field and three years of social work or counseling experience, which includes two years of supervisory experience
  • Four year degree in a human service field or related curriculum and five years of social work or counseling experience, which includes two years of supervisory experience
  • Four year degree from an accredited college or university and five years of professional directly related experience in a human service field, which includes two years of supervisory experience
  • Must have a current valid driver's license
  • A motor vehicle record (MVR), background & credit check, and drug screening will be conducted on candidates considered for positions.

Preferred Qualifications

  • Preferred candidates must have three years or more of supervisory experience in one of the following areas of Children's Protective Services: Adoptions, Assessments, Foster Care/Guardianship, or Treatment along with educational and experience requirements above.

Physical Demands and Work Conditions
Work requires contact with clients, family members and other professional disciplines and service agencies. To determine the extent of neglect, abuse, physical illness the employees may experience emotional stress due to the nature of interactions with clients or service providers and behavioral problems such as; aggression of clients and/or family members that cause bodily injury for employees.
Employees work in settings that range from modern public service buildings, residential facilities, institutions or home environments.
Must possess the visual acuity to prepare and analyze data, operate a computer, and do extensive reading.
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motion.
Must be able to perform medium work exerting up to 50 pounds of force occasionally and/or up to 10 pounds of force constantly to move objects.
Residency Requirement
Candidate must reside within a two-hour driving radius of Guilford County to be considered for employment.
Driving Is Essential
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
