Role summary

Helix is seeking a Housing Program Manager to lead and support a team of housing case managers serving individuals and families experiencing or at risk of homelessness in Minnesota. This role involves overseeing case management services, ensuring program compliance with funding requirements, and connecting clients with housing solutions and supportive services. The manager will provide supervision, foster team culture, develop policies, monitor caseloads, and ensure client-centered, trauma-informed, and culturally competent care. Responsibilities also include program reporting, audits, and building community partnerships to advocate for systemic changes in affordable housing access.

*Helix is an innovative, fast-paced human service agency in Minnesota working to eliminate barriers in accessing mental health, chemical health, and housing services for people throughout Minnesota that are under-served. Helix provides five (5) areas of service across the state of Minnesota: Community-Based Mental Health Services, Low Intensity Outpatient Treatment Services and SBIRT, Mental Health Targeted Case Management (MH-TCM), Community Health Worker (CHW) Services, and Housing Support. POSITION SUMMARY:

The Housing Program Manager is responsible for leading, supervising, and supporting the team of housing case managers who provide direct services to individuals and families experiencing or at risk of homelessness. The role involves overseeing the delivery of high-quality case management services, ensuring program compliance with funding requirements, and driving efforts to connect clients with housing solutions, resources, and supportive services.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Team Leadership and Supervision

  • Provide supervision, guidance, and performance evaluations for housing case management staff.
  • Foster a collaborative, client-centered, and solutions-focused team culture.
  • Conduct regular team meetings and one-on-one check-ins to address challenges, monitor progress, and provide professional development opportunities.

Program Management

  • Oversee the implementation of housing case management services to ensure consistency and quality.
  • Develop and maintain program policies, procedures, and workflows in alignment with organizational goals and funding requirements.
  • Monitor caseloads and staff assignments to ensure equitable distribution of work and optimal service delivery.
  • Collaborate with other departments and external partners to ensure seamless service coordination.

Client Support and Advocacy

  • Ensure case management services are client-centered, trauma-informed, and culturally competent.
  • Review and approve client service plans, ensuring they align with program objectives.
  • Assist in resolving escalated client concerns and complex cases.

Compliance and Reporting

  • Ensure adherence to all applicable laws, regulations, and funding requirements.
  • Monitor and evaluate program outcomes, collecting data and preparing reports for internal and external stakeholders.
  • Conduct audits of case files to maintain compliance and identify areas for improvement.

Partnerships and Community Engagement

  • Develop and maintain relationships with housing providers, social service agencies, and other community stakeholders.
  • Represent the organization at community meetings, workshops, and conferences.
  • Advocate for systemic changes that enhance access to affordable housing and supportive services.

KNOWLEDGE:

· Therapy and Counseling - Knowledge of principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and mental dysfunctions, and for career counseling and guidance.

· Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

· Education and Training - Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.

· Proven Leadership – Knowledge in reaching achievements, such as meeting goals, improving team performance, or driving organizational growth.

EDUCATION AND EXPERIENCE:

· Bachelor’s degree in social work, public health, or a related field.

· Minimum of 3-5 years of experience in housing case management, social services, or related fields, including at least 2 years in a supervisory or managerial role.

· Strong understanding of housing programs, including rapid rehousing, permanent supportive housing, and Housing First principles.

REQUIREMENTS:

· Ability to pass a NetStudy background check

· Proof of a valid Minnesota Driver's License

· Proof of vehicle insurance

Pay: $65,000.00 - $80,000.00 per year
