Role summary
The Chief Operating Officer (COO) is responsible for planning, organizing, and directing the day-to-day operations of the organization, providing support to the CEO. Key responsibilities include developing and executing strategies, overseeing the Affordable Housing Department, Capital Fund activities, and serving in critical coordinator roles such as EIV and Section 504. The COO manages public housing units and Housing Choice Vouchers, ensuring compliance with HUD regulations, financial management, and effective staff supervision. This role involves project management, contract oversight, stakeholder engagement, and reporting on program operations.
SUMMARY
The Chief Operating Officer (COO) plans, organizes, and directs the day-to-day front-line operations. The Chief Operating Officer will coordinate assigned duties while providing support to the Chief Executive Officer (CEO). Major work responsibilities include developing and executing plans and strategies for the HA, overseeing the activities of the Affordable Housing Department, overseeing Capital Fund activities, serving as the EIV Coordinator, Section 504 Coordinator, and agency Hearing Officer. The COO is a key member of the HA's management team in developing and managing programs and supervising staff to achieve the HA’s vision and housing goals. The COO acts on behalf of the CEO in his/her absence. All work is performed under the general direction of the CEO with broad latitude to exercise independent judgment in planning and performing work.
DUTIES AND RESPONSIBILITIES: Provides Project Management oversight to projects identified and approved for implementation by the Executive Team. In this role, the COO:
o Manages the start dates, budgets and completions of projects.
o Organize and allocate tasks, time and resources
o Coordinate the various work requirements throughout the agency
o Coordinate the agency’s interaction with management consultants and contractors o Ensures compliance with HUD regulations
o Implements new HUD and other mandatory policies and procedures o Maintains the agency project tracking module in Basecamp.
Provides management of 256 units of public housing, through the supervision of Asset Management Project Property Managers.
Oversight of property operations includes rent collection, work order management, occupancy, counseling, leasing and complaint resolution. Ensure all properties meet minimum HUD physical standards.
Ensures that AMPs operate to meet HUD Mandated PHAS indicators such as occupancy percentage, collection percentage, timely expenditure of capital funds and submission of reports required by HUD.
Provides management of over 600 Housing Choice Vouchers through housing choice voucher staff. Ensures that re-certifications and housing quality inspections are timely completed.
Monitors the Section Eight Management Assessment Program (SEMAP) to ensure all indicators are scored at standard (high achiever preferred) rating.
Maintain records in accordance with Section 8 Management Assessment Program (SEMAP).
Establish and enforces appropriate policies and regulations.
Forecast funding that will be utilized over the calendar year.
Attend monthly meetings to review financial reports such as utilization, project reserve account administrative fee balances, review costs reported on an actual to budgeted financial report.
Conducts informal reviews and hearings at the request of applicants & participants challenging administrative decisions.
Interacts with other local agencies and departments. Develop partnerships with the police department, department of social services, school systems, landlords and other agencies that interact with our residents and participants. Keep records and prepares reports of activities.
Receives logs and responds to requests for accommodation, including transfers (when applicable.)
Responsible for maintenance and yearly updates of needs assessments and transition plan.
Periodically inspect leasing and occupancy documents to ensure compliance with relevant regulations and law. Document the inspections.
Serves as contracting liaison with our contracting partner to ensure contract work is performed according to specifications. Monitors all service contracts for quality service and timely renewal.
Provides recurring and on-demand reports of public housing and housing choice voucher program operations utilizing the Encompass system.
Performs other related tasks, as assigned.
SUPERVISORY RESPONSIBILITIES:
Directly supervises employees within the Public Housing and Housing Choice Voucher departments, which fall under the Affordable Housing Department.
Indirectly supervises employees within the Public Housing and Housing Choice Voucher departments.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS:
This position requires extensive and successively more complex public housing, property management and/or housing choice voucher program experience and graduation with a Bachelor's Degree in business/public administration or related field from an accredited college or university, Master’s Degree preferred.
Public Housing Manager Certification preferred or must be obtained within two years of entry onto duty.
A Housing Choice Voucher certification will be required during the same timeframe.
Employee supervision experience required.
This position requires knowledge of a body of processes or operations that are normally acquired through considerable special training in public housing and housing choice voucher program management that may be gained through completion of industry certification and community college or trade school including the following:
o Thorough knowledge of public and multi – family-housing management practices.
o Some knowledge of civil law, federal public housing regulations and programs and collection procedures.
o Knowledge of the policies and practices of the Authority.
o Expertise and knowledge of Section 504, the Fair Housing Act, the ADA, the Architectural Barrier’s Act and relevant accessibility standards.
o Demonstrated ability to plan and supervise the work of others. o Knowledge of and skills in counseling and investigations.
o Candidate must have the ability to deal effectively and pleasantly with all stakeholder of the agency.
o Ability to communicate effectively, both orally and in writing.
o Ability to present briefings to varying size audiences.
o Ability to follow instructions.
Valid Virginia Driver’s License, criminal background, and drug screening check required.
