GWAC COE - Program Manager
Role summary
IBM Consulting is seeking a GWAC COE Program Manager to support its Federal Center of Excellence (COE). Your Role And Responsibilities
The IBM Consulting Federal GWAC Center of Excellence (COE) manages a portfolio of federal acquisition vehicles supporting civilian and defense agencies across the U.S. Government. We are seeking a GWAC COE Program Manager to play a key role in supporting pipeline growth, recompetes, and new Indefinite Delivery Indefinite Quantity (IDIQ) contract awards.
This role blends strategic leadership with disciplined program execution, ensuring acquisition vehicles are effectively positioned, governed, and operated to support IBM Consulting Federal’s business development, capture, and delivery objectives.

Master's Degree
Required Technical And Professional Expertise
- 10+ years of relevant experience in federal contracting, acquisition vehicles, or program management.
- Demonstrated expertise with FAR Part 16.5 (IDIQs) and FAR Part 8.4 (MAS), including experience with assisted acquisition models.
- Strong executive‑level communication, presentation, and relationship‑building skills.
- Working knowledge of federal procurement and market intelligence platforms (e.g., SAM.gov, Bloomberg Government, GovWin, and vehicle‑specific portals).
- Proven ability to operate at both strategic and execution levels in a fast‑paced federal environment.
