**Job Title: Data Engineer
Location: Harrisburg, PA**
Role Overview:
The Department of Community and Economic Development (DCED) is seeking a mid-level Data Engineer to lead performance management, analytics, and reporting for the Pennsylvania Broadband Office. This role focuses on designing and maintaining data infrastructure to support large-scale broadband programs (BIP, BEAD, etc.).
Description of Work:

  • Data Governance & Systems: Lead the development and maintenance of programmatic, financial, and geographic datasets. Establish data standards and quality controls.
  • Analytics & Dashboards: Maintain and update advanced Power BI dashboards. Use DAX for complex measures and calculations to support repeatable reporting.
  • SQL & Data Modeling: Write and optimize SQL queries to extract and transform data from relational databases. Design schemas and workflows to ensure data reliability.
  • Collaboration: Partner with IT, external vendors, and GIS staff to integrate data from multiple systems into centralized formats.
  • Reporting: Produce internal and public-facing reports for leadership, legislative bodies, and federal stakeholders. Assist with federal compliance and program monitoring.
  • Advisory: Serve as a Subject Matter Expert (SME) for data-related decisions, advising leadership on analytics strategies and data quality.

Required:

  • SQL: Solid experience in writing, optimizing, and maintaining queries.
  • Power BI: Basic to intermediate proficiency in dashboard creation.
  • Data Modeling: Experience with schemas, workflows, and data integration.
  • Communication: Ability to prepare high-level briefings and presentations for executive stakeholders.

Preferred:

  • DAX Optimization: Advanced calculations within Power BI.
  • GIS Familiarity: Awareness of spatial data structures and mapping requirements.
  • Data Governance: Understanding of data standards and security policies.
  • Federal Reporting: Experience with compliance-related data submissions.

Optional / Bonus:

  • Advanced GIS skills or Power BI Administration.
