Role summary

ECS is seeking a Senior Program Manager for their Winchester, VA office, contingent upon contract award. This role is responsible for all aspects of assigned projects from concept to implementation, serving as the primary point of contact. The Program Manager will define scope, develop detailed project plans, manage schedules, estimates, resources, and track progress. Key responsibilities include ensuring quality standards, integrating vendor tasks, and providing technical guidance. The position requires a Bachelor's Degree, TS/SCI clearance, and a minimum of 5 years of experience managing large, complex, and geographically dispersed technical teams, with a focus on cutting-edge development, DevOps, and cloud environments, including microservice development in a cloud setting.

Program Manager Senior
to work in our
Winchester, VA
office.
Please Note:
This position is contingent upon contract award.
Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems.
Required Skills

  • Bachelor's Degree
  • TS/SCI clearance
  • Minimum of 5 years of experience managing large teams of 20+ employees and operating across multiple large and complex systems.
  • The technical PM shall possess in-depth knowledge and understanding of the technology outlined in this Call Order as well as proven experience managing a task of this size and scope. The PM will require regular travel between the Winchester, VA and Washington, DC work locations. Due to the hybrid telework/onsite nature of this program, the PM shall have proven experience successfully managing large technical teams geographically dispersed and/or remotely located
  • Experience leading cutting edge development and devops teams demonstrating the ability to stay on the most up to date technology and cloud systems.
  • Experience managing a large-scale program (50+ FTE) providing microservice development in a cloud enviornment.
