Role summary
Knowesis is seeking a Contract Program Manager for an onsite position in Washington, D.C. This role supports the Grant Management and Evaluation IDIQ contract for the Department of War (DoW) within the Defense Health Agency (DHA) and Medical Research and Development Command (MRDC), focusing on biomedical research application evaluation. The position requires the ability to obtain a NACI clearance and U.S. Citizenship. Responsibilities include overall contract performance, process improvement, resource management, client and stakeholder communication, financial oversight, and subcontractor management. A PMP certification and experience with federal contracts, particularly in biomedical research or related scientific domains, are required. Familiarity with CDMRP grant management processes and managing geographically distributed teams is preferred.

Knowesis is currently seeking an exceptional Contract Program Manager to join our team and provide invaluable support to the Grant Management and Evaluation Indefinite Delivery Indefinite Quantity (IDIQ) contract supporting biomedical research application evaluation for the Department of War (DoW) within the Defense Health Agency (DHA) and the Medical Research and Development Command (MRDC).
To be eligible for this position, candidates must have the ability to obtain a Common Access Card (CAC) and possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position's security clearance requirements.
The Job Duties and Responsibilities include but are not limited to the following:
- Serve as Knowesis' senior executive responsible for overall performance of the Grant Management and Evaluation IDIQ contract, with a $220M contract ceiling
- Ensure overall contract performance and quality management across all task orders issued under the base IDIQ
- Lead process development and improvement efforts to enhance efficiencies and standardize service delivery across all task orders
- Coordinate corporate resources and capabilities to ensure readiness for surge capacity and scientific peer review expertise
- Manage resource allocation across Science Administration and Management (SAM-1), SAM-2, and electronic Biomedical Research Application Portal (eBRAP) Support task orders
- Work with Scientific Review Managers to ensure task execution plans and cost estimates are accurate for each task order
- Serve as the primary executive point of contact with organizational leadership, the base-level Contracting Officer's Representative (COR), and the Contracting Officer
- Maintain executive-level relationships with client Program Managers across all active programs and participate in Integrated Program Team (IPT) meetings
- Proactively communicate program status, risks, and performance to government stakeholders
- Oversee the contractor-owned, contractor-operated web-based electronic peer review system, including hosting, document viewing, virtual meetings, individual reviewer and panel scoring, written evaluations, and concurrent review across multiple meetings and panels
- Monitor delivery of all contract deliverables against the Task Order Deliverables/Receivables Tracking Sheet (D/RTS) timelines
- Establish and enforce subcontractor oversight policies, ensuring all subcontractor personnel meet contract security and training requirements
- Ensure all contractor and subcontractor personnel sign an Acceptable Use Policy (AUP) and comply with installation access, facility access, and security policies
- Monitor subcontractor performance against task order deliverables, cost, and schedule baselines
- Coordinate subcontractor compliance with all mandatory training requirements; ensure certificates of completion are submitted to the Congressionally Directed Medical Research Programs (CDMRP) Training Coordinator
- Maintain full accountability for IDIQ-level financial performance, including cost tracking across Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) task orders, invoice review, and budget forecasting
- Ensure draft invoices are provided to the base COR five calendar days prior to submission to Wide Area Workflow (WAWF), with adequate backup documentation
- Oversee submission of Monthly Reporting at the base level, due on the 28th calendar day of each month
- Review monthly, quarterly, and annual financial reports and provide cost performance visibility to Knowesis leadership and the Government COR
- Ensure Key Personnel substitution processes comply with contract requirements, including submitting resumes for proposed replacements to the base COR at least five business days prior to any personnel changes
Required Qualifications:
- Demonstrated record of leading large, complex federal contracts in a program management or executive capacity
- Direct experience managing multi-vendor IDIQ contract vehicles in biomedical research, health information technology (IT), or a related scientific domain
- Prior experience with Department of Defense (DoD) Medical and Scientific Research contract management
- Project Management Professional (PMP) certification
- Ability to obtain and maintain a Common Access Card (CAC) and complete all mandatory security and training requirements per the Performance Work Statement (PWS)
- U.S. Citizenship required
Preferred Qualifications:
- Master's degree in public health, life sciences, business administration, or a related discipline
- Familiarity with CDMRP grant management processes and systems, including eBRAP
- Experience managing geographically distributed teams supporting scientific peer review operations
