Role summary

Knowesis is seeking an experienced Psychological Health Program Manager to support the Defense Health Agency (DHA) Science and Technology (S&T) Psychological Health Portfolio. This hybrid role, based in Silver Spring or Frederick, MD, requires a Doctorate in a relevant field and 5+ years of experience managing psychological health research, including clinical research. The manager will apply scientific expertise and independent judgment to advance psychological health capabilities for the military health system, improving medical outcomes for warfighters and service members. Key responsibilities include strategic research planning, budget analysis, proposal evaluation, assessing research quality and military relevance, and coordinating with various stakeholders. A Public Trust clearance and US Citizenship are mandatory. The salary range is $110,000 to $140,000 annually.

Knowesis seeks an experienced Psychological Health Program Manager to support the Defense Health Agency (DHA) Science and Technology (S&T) Psychological Health Portfolio. In this role, you will apply deep scientific expertise and independent judgment to advance psychological health capabilities for the military health system, improving medical outcomes for warfighters and service members.

To be eligible for this position, candidates must have a Public Trust security clearance and possess United States Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of United States Citizenship will not be considered due to the position's security clearance requirements.

The Job Duties and Responsibilities include, but are not limited to the following:

  • Conduct development, review, and revision of strategic research plans
  • Analyze research budgeting and execution activities and formulate recommendations for Portfolio leadership
  • Proactively monitor progress, outcomes, and issues across funded research projects
  • Assess scientific quality and military programmatic relevance of psychological health research
  • Review research proposals and make funding recommendations
  • Draft funding opportunity announcements and solicitations aligned with Portfolio objectives
  • Prepare technical summaries of DHA-sponsored research projects
  • Coordinate activities with laboratories, research organizations, and subject matter experts across DoW, Federal agencies, academia, and industry
  • Serve as a knowledgeable point of contact for principal investigators on programmatic matters, exercising judgment within established Portfolio priorities
  • Develop information papers, special studies, and Congressional reports
  • Plan and coordinate technical meetings, workshops, and conferences
  • Maintain and update electronic master files tracking research project progress
  • Prepare briefings and update spreadsheets and databases for portfolio tracking
  • Coordinate with execution management staff on research status

Required Qualifications

  • Doctorate in Psychology, Behavioral Neuroscience, or closely related field
  • 5+ years performing and/or managing psychological health research, including clinical psychological research
  • 2+ years performing research for a DoW (DoD) or federal laboratory or agency, or managing/overseeing DoW (DoD) or federal scientific research
  • Demonstrated capability to independently execute scientific research program management activities, exercising expert judgment and initiative while supporting leadership priorities with minimal supervision
  • Proven experience independently managing scientific research programs, including budget oversight, proposal evaluation, and assessment of research quality and military relevance
  • Demonstrated ability to create and deliver briefings to senior leaders with strategic messaging and enterprise awareness
  • Track record of managing multiple parallel projects in deadline-driven environments with exceptional attention to detail
  • Proven ability to depict complex systems and processes in logical, comprehensive, concise reports, presentations, and graphics
  • Demonstrated skill applying creative approaches to meet novel needs and solve problems
  • Proven ability to remain flexible as priorities and structures evolve
  • Demonstrated success working effectively in team environments with positive, professional energy

Preferred Qualifications

  • Experience in grants management
  • Proven understanding of DoW (DoD) Research, Development, Test, and Evaluation (RDT&E) funding
