Transportation Program Manager
Role summary
MEI is seeking a Transportation Program Manager to lead its fleet safety, compliance, and driver performance initiatives. This role is critical for ensuring regulatory adherence, reducing risk, and promoting safe, efficient transportation operations in demanding environments. The Program Manager will serve as the subject matter expert for defensive driving, fleet safety, telematics, and incident prevention, supporting operational readiness and emergency response. Key responsibilities include developing and implementing safety programs, overseeing driver training and compliance, investigating incidents, managing telematics data, and fostering a strong safety culture. The position requires a Bachelor's degree or equivalent experience, a CDL Class A, and 5-7 years of experience in transportation safety management with in-depth knowledge of relevant regulations.
The Transportation Program Manager leads MEI’s fleet safety, compliance, and driver performance programs across all operations. This role ensures regulatory compliance, risk reduction, and safe, efficient transportation in high-risk and time-sensitive environments. The position serves as MEI’s subject matter expert for defensive driving, fleet safety, telematics, and incident prevention while supporting operational readiness and emergency response.
Duties and responsibilities (include but are not limited to):
Transportation Safety & Compliance
- Develop, implement, and oversee MEI’s transportation safety and compliance programs.
- Ensure compliance with DOT, OSHA, FMCSA, and applicable state and local regulations.
- Establish and enforce fleet safety policies, procedures, and operating standards.
- Oversee driver onboarding, qualification management, and ongoing safety training.
- Conduct audits of driver files, hours-of-service, vehicle inspections, and maintenance records.
- Ensure compliance with HAZMAT transportation requirements.
- Monitor preventive maintenance performance and out-of-service trends in collaboration with fleet maintenance.
Driver Performance & Smith System Leadership
- Lead MEI’s Smith System defensive driving program as the primary organizational authority.
- Deliver training, coaching, and refresher programs for drivers, supervisors, and leaders.
- Monitor driver behavior using ride-alongs, telematics, observations, and incident data.
- Drive continuous improvement in driver performance and accountability.
Incident Prevention & Risk Management
- Lead investigations of vehicle accidents, near-misses, and transportation-related safety events.
- Conduct root cause analysis and implement corrective and preventive actions.
- Serve as the primary point of contact for transportation-related insurance, risk management, and regulatory inquiries.
- Reduce incident frequency and severity through proactive safety initiatives.
Telematics, Analytics & Performance Reporting
- Oversee telematics systems, cameras, and data integrity across the fleet.
- Review telematics events and driver logs to ensure hours-of-service compliance.
- Develop and manage a driver scorecard program with defined benchmarks and performance thresholds.
- Implement corrective action plans, including 30-60-90 day improvement plans for underperforming drivers.
- Monitor CSA scores, safety trends, and leading indicators; report performance and risks to leadership.
Recordkeeping & Regulatory Filings
- Maintain and submit all required transportation permits and filings, including IFTA, NYHUT, IRP, and IRS HVUT Form 2290.
Safety Culture & Leadership
- Promote a strong, consistent safety culture across all transportation and response activities.
- Coach and support operational leaders in reinforcing safe driving behaviors and compliance expectations.
- Act as MEI’s primary liaison with telematics vendors and transportation safety partners.
Required Education, Training and Experience:
· Bachelor’s degree or related field or a combination of experience and education.
· CDL Class A.
· Professional certifications such as Smith System or OSHA credentials preferred.
· 5–7 years of experience in transportation safety management, with a demonstrated track record of improving compliance and reducing risk.
· In-depth knowledge of FMCSA, DOT, and Hazardous Materials Transportation regulations, policies, and industry best practices.
· Strong understanding of OSHA standards, environmental compliance requirements, and risk management strategies.
· Proven ability to design, implement, and sustain safety programs, including employee training, ride-along evaluations, and compliance audits.
· Experience working with Electronic Logging Device (ELD) platforms and related compliance systems is a plus.
· Excellent leadership, communication, and interpersonal skills, with the ability to influence and strengthen safety culture across all organizational levels.
Physical Requirements:
· Position involves frequent heights and confined spaces, frequent strenuous physical exertion.
· Ability to regularly lift up to 100lbs.
· Requires frequent walking, standing, climbing, sitting, talking, and listening.
· Requires frequent balancing, stooping, kneeling, crouching, crawling, reaching, pushing/pulling, grasping, and carrying.
· Required to have clarity of vision.
· Frequent ability to properly wear and use respirator equipment and other forms of protective equipment (PPE), including occasional full encapsulation PPE suits which can elevate body temperature substantially during strenuous exertion.
