Role summary
Montgomery County Department of Health and Human Services is seeking a Program Manager II for its STI/HIV Sexual Health and Wellness Program. This role will manage the 'Ending the HIV Epidemic' (EtHE) initiative, aiming to significantly reduce new HIV infections and improve HIV status knowledge, PrEP enrollment, and linkage to care. The Program Manager will establish community partnerships, lead coordination for events, and present program outcomes. Responsibilities include directing and monitoring programmatic activities, managing grant proposals, budgets, data reports, quality assurance, and vendor contracts. The position requires working evenings and weekends for various community events and meetings.

Ending the HIV Epidemic
Initiative program (
EtHE
) which has a goal of reducing new HIV infections by 90% by 2030, increase knowledge of HIV status to 95%, increase PrEP enrollment among those who are eligible to 50% and increase linkage to HIV medical care to 95%. This position will be the point person for establishing and maintaining community partnerships, will lead coordination efforts for community events and will present to the community on program resources and outcomes.
What You'll Be Doing
The Program Manager II is located in the Department of Public Health Divisions’ HIV/SIT Services Program.
The (TERM)
STI/HIV Sexual Health and Wellness Program
should be able to:
- Works as part of a management team reporting to the HIV/STD Administrator to direct and implement the “Ending the HIV Epidemic” (EtHE) initiative activities for Montgomery County.
- Direct and monitor programmatic activities including EtHE related grant proposals, budgets, data reports, quality assurance and evaluation for EtHE initiative.
- Establish, manage, and monitor vendor contract(s), as necessary.
- Coordinate and facilitate EtHE communications to planning groups, senior administration and the public.
- Establish and manage community advertising campaigns, partnerships and external linkages for HIV treatment and prevention testing programs and will lead coordination efforts for community events and will present to the community on program resources and treatment and prevention outcomes. Work offsite to meet and manage community partners/partnerships.
- Work some evening and weekend hours to coordinate Testing, Support Group, Linkage and Care Collaborative, Community Advisory Board Meetings, World AIDS Day, Pride In the Plaza, Black Women's Sexual Health Working Group, Peer Support Group Meetings and other community events.
Minimum Qualifications
Experience
: Thorough five (5) years professional experience in quality assurance and program evaluation of Public Health Services, Health Education, or Behavioral Health.
Education
: Graduation from an accredited college or university with a bachelor’s degree.
Equivalency:
An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences
- Have an extensive existing network of community partners, stakeholders, or organizations
- Master’s degree in Public Health, Health Education or related Behavioral Health or health field
- 5 years’ experience providing management of a HIV services program or similar health or mental health org
- Proficiency in Microsoft Office Excel and Access
- Experience managing a major public health initiative/campaign
- Experience working collaboratively in a team environment with both internal partners and external agencies and organizations, including Federal and State agencies and non-governmental organizations
- Experience writing complex grants proposals and reports
- Strong written and verbal communication skills
- Experience with the “End the HIV Epidemic”
