The position also manages customer-facing systems, builds external relationships with REPs, aggregators, brokers, and consultants, and serves as the subject matter expert for historical usage requests. Key duties involve managing Delivery Services Agreements, coordinating REP workshops and training, managing the REP Relations website, and resolving market issues with ERCOT and other participants. The role requires 5+ years of related experience in operations, project coordination, project management, process improvement, or stakeholder management, with a strong analytics background and knowledge of PUC and ERCOT rules.

Summary
Lead responsibility for the oversight and implementation of REP and Market Relations-related processes and projects. This position provides multifunctional support to the REP Account Managers, Senior Market Advocates and Sr. Manger in the areas of Regulatory, Technology, Market Research and Project Management. This position requires the ability to work as a member of the REP Relations Team and the experience to manage segments of both small and large projects and deliver solutions from documented or verbal specifications in a timely manner. A primary responsibility of this position is to assist the REP Account Managers in the areas that affect competitive retailers including Transaction Management, Billing, Issues Resolution, Payments and Collections, and Customer Experience Initiatives. This includes supporting development initiatives and facilitating activities to insure accurate, complete, and timely execution of tasks.
Additionally, this position is responsible for managing and administering multiple customer-facing systems for the Company which includes interfacing and building business relationships with many external parties including REPs, aggregators, brokers and consultants. This position creates and maintains managerial reports, assists with maintaining the department’s budget, and provides possible solutions for various business issues. This position is the company’s subject matter expert (SME) for all questions related to historical usage requests. The position is responsible for managing, documenting, and administering the Delivery Services Agreement processes required to operate in the market. This position looks for innovative methods to improve processes and increase customer satisfaction.
Essential Duties and Responsibilities
- Track and monitor certification filings with the Public Utility Commission and ERCOT Testing Compliance and coordinate business startup functionality for REPs planning to operate in Oncor’s Service Area. The duty requires the management, documentation, and administration of the Delivery Services Agreement processes required to operate in the market.
- Maintain and track the operating budget for REP Relations as well as monitoring expenditures and advising managers of budget variations.
- Coordinate and facilitate REP Workshops, REP training programs and executive visits. Present topics in these forums as needed.
- Manage the REP Relations website at Oncor.com and propose and submit updates as necessary.
- Train REP Relations Staff and Competitive Retailers on new Company related operating and management systems.
- Work cross functionally with Customer Engagement and Market Relations, Measurement, Distribution Operations, Rates and Regulatory and outsourced technology partners to propose, develop and implement integrated business solutions, strategies and processes.
- Manage and administer the Competitive Retailer Information Portal (CRIP) for the Company including performing audit activities. Respond to questions from both internal and external personnel regarding any aspect of the CRIP and provide the expertise necessary to handle any issues. Assist in evaluating enhancements and making recommendations to ensure we offer our clients the best possible solution. Provide training when needed.
- Work with external market participants to resolve market issues regarding TxSET transactions and ERCOT system discrepancies and perform root-cause analyses when needed.
- Maintain close contact with daily activities to monitor system issues and apply workarounds/process changes as required.
- Participate as a Power to Choose Subject Matter Expert at Ask Oncor Events.
- Manage REP account activities when REP Relations Managers are out of the office.
- Interact with ERCOT and high-level market participants to resolve flight testing issues as well as testing accommodations.
- Manage internal projects and defects regarding Oncor’s internal and external systems affecting REP and Market Relations.
- Represent REP and Market Relations for issues related to CRIP, Sharepoint business applications and historical usage portals. Perform testing when changes are made to these applications. Propose modifications for improvement.
- Manage special projects as requested.
- Act as the Account Manager for aggregators, brokers and consultants by developing business relationships, communicating with them and meeting with them as needed. Find opportunities to educate them about operational processes, regulatory requirements and available tools in an effort to improve the overall customer experience.
- Manage the Power By Oncor Portal for customers not managed by Key Accounts, including auditing user requests
- Manage the business administration duties of the Oncor FTP site to assure daily switch-hold files are made available to all REPs in accordance with PUC Rule requirements.
- Manage the City Inspection Portal, answer questions and respond to issues from the Oncor Contact Center, cities and Area Managers and provide on-site training as needed.
- Administer Smart Meter Texas Portal access for Oncor users and REPs. Duties include granting access to Oncor employees and REPs, resolving customer disputes and performing monthly audits to validate employees are still employed by the company.
- Act as the SME for all historical usage request questions. Provide training as needed.
- Manage the REP Automated Historical Usage Portal and respond to issues from Market Solutions and REP users. Promote the portal to REPs who have not used it by emphasizing the ease and time-savings benefits and track and prepare monthly reports related to the portal’s usage.
- Manage the Aggregator, Broker and Consultant (ABC) Historical Usage Portal, respond to issues from ABC users, and track and prepare monthly reports related to the portal’s usage. Coordinate an annual ABC survey and analyze the results. Look for opportunities to improve the portal and work with IT to implement changes. Coordinate audit activities. Promote the portal to ABCs who have not used it by emphasizing the ease and time-savings benefits.
- Maintain the Sharepoint database containing pertinent REP information and contact information. Ensure REP EZFind information remains current at all times. Create new Sharepoint applications as needed. Act as team’s Sharepoint subject matter expert.
- Prepare and make presentation to all levels of management and to external parties including at the annual REP Workshop.
Education, Experience, & Skill
The minimum education requirements are:
- High school diploma, GED, or equivalent is required.
- Bachelor Degree in Business or a related field is preferred.
- 5 or more years of related experience is required, including experience in operations, project coordination, project management, process improvement, stakeholder management, or etc.
The minimum experience requirements are:
- Demonstrates knowledge of company policies and procedures.
- Strong communication skills.
- Knowledge of and ability to research, understand, and communicate PUC Substantive Rules, ERCOT market rules, and Oncor Terms and Conditions.
- Understanding of Oncor rate structures.
- Strong Analytics background.
- Ability to operate in a multi-faceted and fast paced environment at times.
- 3+ years experience in systems necessary to operate in the ERCOT market is preferred. These systems include: CC&B, C360, Customer GRID Connect, ERCOT Portal, familiarity with Texas SET, safety net procedures, and CRIP.

The minimum skill requirements are:

- Knowledge of how to work with Sharepoint applications or ability to learn to use them.
