Job Title: Ruby on Rails Web Developer (Decidim Platform) – Programmer 2
Job Type: Full-Time, Contract (W2 Only)
Contract Length: April 13, 2026 – June 6, 2027 (60 weeks, potential extension if approved)
Schedule: Monday–Friday, 9:00 a.m. – 5:00 p.m., 35 hours/week

Job Description

Paramint LLC is seeking an experienced Ruby on Rails Web Developer (Programmer 2) to support the New York City Civic Engagement Commission’s (CEC) digital participation platform, Decidim. This work will support CEC’s participatory budgeting program, *The People’s Money*, and advance the agency’s mission to expand civic participation and engagement across New York City.

The selected developer will provide technical design, development, and maintenance services for Decidim, a Ruby on Rails-based participatory democracy framework. The role includes implementing new features, upgrading the platform, fixing bugs, customizing modules, and ensuring smooth integration with existing systems and workflows. The developer will collaborate with internal stakeholders, project managers, and other developers to deliver maintainable, high-quality code that aligns with Decidim best practices.

Key Responsibilities
Platform Upgrades & Feature Enhancements

• Upgrade Decidim to the latest version (.31) to enable new features including:
• Taxonomies for flexible project and idea categorization
• Improved sorting/filtering of proposals
• Spam prevention automation
• Bulk actions for proposal responses via Answer Templates
• Accessibility improvements (alt text in text editor)
• Reordering/hiding menu items
• Bulk updates in Accountability modules
• Update/repair existing Decidim features:
• Term Customizer (update customizable terms, fix bugs)
• Groups module (usability improvements, bug fixes)
• Export functionality, image attachments, account creation, and outbound links

Development & Maintenance

• Build and enhance platform functionality using Ruby on Rails and related Decidim components
• Implement module customizations for Participatory Budgeting, Proposals, and Accountability
• Conduct code reviews, troubleshoot issues, and resolve bugs
• Implement performance improvements to ensure platform reliability, usability, and security

Collaboration & DevOps Support

• Work closely with developers, project managers, and designers to translate requirements into technical specifications
• Support deployment and DevOps processes, including managing environments, CI/CD workflows, and cloud hosting

Required Qualifications (Mandatory)

Candidates who do not meet the mandatory qualifications will *not* be considered.

• 4+ years of experience with Ruby on Rails development
• 4+ years of experience with version control systems (e.g., Git)
• 4+ years of experience in front-end web development, including JavaScript and CSS
• Demonstrated ability to work closely with developers, project managers, and designers on team projects
• Ability to onboard quickly to new platforms and systems, balancing independence with seeking support

Desirable Skills / Experience

• Experience working in agile, iterative development environments
• Experience with AWS cloud services
• Familiarity with Decidim platform architecture and participatory democracy workflows
