SUMMARY DESCRIPTIONTo perform a wide variety of professional-level analytical human resources tasks within the Human Resources Division of the Administrative Services Department, including but not limited to recruitment and selection, classification and compensation, employee and labor relations, benefits administration, training, policy and procedure development, and special projects, in accordance with applicable laws, regulations and rules.DISTINGUISHING CHARACTERISTICSThis is a journey level professional classification. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. SUPERVISION RECEIVED AND EXERCISEDReceives general supervision from assigned department manager or Director of Administrative Services.May exercise direct supervision over technical and office support staff.EXAMPLES OF DUTIES - The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.Participate in and assist with the implementation of a comprehensive human resources program, providing advice to managers, supervisors and employees and performing a variety of professional level human resources functions.Interpret and apply human resources policies, procedures and rules.Assist in administering a comprehensive employee benefits program, including medical, dental, vision, life and disability insurances and workers’ compensation benefits.Collect compensation and benefit data, analyze data and prepare reports summarizing findings.Research and assist in the implementation of new policies and procedures pertaining to human resources.Advise Agency departments on the interpretation and application of policies, procedures, rules and memorandums of understanding (MOUs).Prepare comprehensive reports, correspondence and records.Perform research and analysis on legislative bills, regulations and laws within the human resources discipline.Develop and administer selection examinations.Identify and implement recruitment strategies to attract highly qualified applicants for Agency positions.Utilize and provide support in the utilization of the Agency’s human resources, payroll, applicant tracking and performance management systems.Conduct classification and compensation studies and make classification and salary recommendations.Assist in establishing new job classifications and preparing class specifications.Assist with the negotiation of labor agreements and MOUs.Advise Agency departments on employee performance issues and disciplinary action.Conduct special projects and research studies.Conduct training for Agency employees on policies, procedures and rules.Plan, prioritize, assign and review work of technical and office support staff.Build and maintain positive working relationships with co-workers, other Agency employees and the public using principles of good customer service. ABILITY TO: Analyze complex problems, evaluate alternatives and identify solutions to effectively address human resources issues.Prepare clear, concise and effective written reports, correspondence and other materials.Interpret and apply policies, procedures, regulations, rules and MOUs.Research, develop and implement human resources policies and procedures.Perform basic statistical analysis.Make formal presentations to a variety of audiences, including the Board of Directors.Read, analyze and interpret complex written materials.Advise departments on human resources, performance management, employee discipline and labor relations matters.Respond appropriately to the needs of internal and external customers while adhering to principles of good customer service.Supervise the work of technical and office support staff.Operate a computer using word processing, business software and other office equipment.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective working relationships with those contacted in the course of work.WORKING CONDITIONS: Work is generally performed in an office setting.Frequently sit at a desk and in meetings for long periods of time.Frequently twist to reach equipment and perform simple grasping and fine manipulation to write and use a keyboard.Occasionally lift up to 30 pounds.Experience and Education–Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three years of increasingly responsible experience in a broad range of human resources-related activities, such as recruitment, exam development and administration, classification and compensation, labor and employee relations, collective bargaining, staff development and benefits administration. Related supervisory experience is desirable.Education: Equivalent to a Bachelor’s degree from an accredited college or university in Human Resources, Labor Relations, Organizational Development, Industrial/Organizational Psychology, Business Administration or related field. A Master’s degree is highly desirable.License or Certificate: Possession and maintenance of a valid California driver’s license and acceptable driving record.Professional certification from IPMA-HR, HRCI, SHRM or comparable nationally recognized human resources certifying body is desirable.Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.
