Role summary
This FLSA exempt position is responsible for supervising a community-based mental health support services team, reporting to the Director for Intensive Services. The role involves planning, staffing, and coordinating services for assigned clients, providing clinical and administrative supervision, and ensuring staff meet performance and quality standards. The incumbent will also provide direct client services, conduct assessments, promote the agency's mission, and collaborate with other leaders to ensure quality care. Key responsibilities include data-focused reporting, monitoring program data (consumer services, budgeting, state reporting), staying current with state behavioral health systems, and managing program budgets, policies, and staff recruitment/retention. A Bachelor's Degree in Human Services is required, with a Master's degree and specific certifications preferred.

GENERAL STATEMENT OF RESPONSIBILITIES:
This is a FLSA exempt position in which the incumbent supervises the provision of intensive treatment and support for a community-based mental health support services team. Under the direction of the Director for Intensive Services, he/she is responsible for planning, staffing, and coordinating services for the clients assigned to the Team.
The incumbent reports to the Director and receives general supervision, referring specific situations to the supervisor when clarification or interpretation of policy is needed. In carrying out position duties, he/she performs in accordance with applicable professional ethics and established Region Ten policies. The incumbent is expected to function with initiative as well as utilize independent judgment.

MAJOR DUTIES:
1. \*Provides clinical and administrative supervision to assigned staff.
a. Provide constructive, timely feedback, mentoring, and training for staff.

e. Ensuring staff meet the performance and quality standards established by the agency.
2. \*Promotes the agency’s mission, values, and strategic plan, and motivates staff toward positive participation in agency endeavors.
3. \*Provides direct client services and direct supervision for all program services; services may include an array of integrated Crisis Stabilization, Mental Health Supports, and individual and group psycho-educational training.
4. \*Provides assessments and reassessments for consumers as needed.
5. Promotes the overall culture of service efficiency, effectiveness, and accessibility, while prioritizing consumer participation and satisfaction, including attempting to address any barriers to treatment as appropriate.
6. \*Participate with other leadership within the Community Based Services Center and throughout the agency to assure quality service throughout the continuum of care.
7. \*Establish and maintain positive relationships with partner agencies.
8. \*Utilizing a data-focused approach to the preparation of reports as required, and keep the Senior Director apprised of concerns or opportunities that arise within Adult Clinical Services.
9. \*Routinely monitoring data as it relates to IST regarding consumer services, budgeting, and state reporting needs and requirements, and alerting the Director and Senior Director of any concerns or items needing attention.
10. \*Remain up to date on overall initiatives and changes as it relates to the State behavioral health systems through DBHDS, DMAS, and the VACSB systems, to incorporate changes into local practice as required, including evidence-based and informed practices.
11. \*Demonstrate proactive, positive problem-solving in a solution-focused way to assist our team to work as efficiently and effectively as possible.
12. \*Assists Director with managing overall program, including program budget, Policy and Procedure manuals, payroll documentation, employee performance reviews, recruiting staff, managing interpersonal staff conflicts; arranging in-service training schedule; managing consumer admissions and discharges.
13. \*Responsible for ensuring staffing patterns are adequate to include recruitment and retention strategies.
14. Participates in committees or boards as assigned.
15. \*Attends and seeks out supervision and consultation as needed.
16. Reads all agency communication (i.e., Staff Notes, e-mail, etc.).
17. \*Other Duties as assigned
QUALIFICATIONS:
In order to ensure the safe and efficient fulfillment of any travel on behalf of the board, a valid Virginia driver's license plus an acceptable driving record as issued by the Virginia Department of Motor Vehicles is required. For use of a personal vehicle to conduct Region Ten business, a certificate of valid personal automobile insurance must be provided.
All candidates must hold a Bachelor's Degree in Human Services and be eligible for QMHP or be registered with the Department of Health Professionals and actively seeking certification. Master's preferred, with substantial experience in the field of mental illness/intellectual disability and residential services preferred. Supervisory experience and LPC, LCSW are preferred. In addition, the incumbent needs to possess the following knowledge, skills, and abilities:
KSAS:
Knowledge of: characteristics of severe mental illness; characteristics of intellectual disability; characteristics of dually diagnosed individuals (ID/MI/SUD); behavior management; counseling techniques; emergency treatment and procedures; psychotropic medications and side effects; program policies, procedures Department of Behavioral Health and Developmental Services (DBHDS) standards, licensure regulations; community resources; integration/normalization issues; state and agency medication/medical/emergency care, first aid, fire safety training/CPR; management techniques, recovery model/self-determination/facilitating independence.
Skills in: development and implementation of support services goals and objectives for persons served; monitoring and evaluation of mental health issues and needs; addressing client behaviors; responding to emergencies (medical/behavioral); communication techniques; active listening; application of research, literature, problem solving; communicating with multiple services providers to coordinate client treatment/care needs; documenting observation of client behaviors and outcomes of interventions; representing the agency to other care providers in the community; facilitating the client’s medication management; first aid; coordinating medical care.
Abilities to: carry out established policies and procedures; make sound decisions as regards to behavior management, health needs, emergencies; provide intensive skills training to adults with serious mental illness; evaluate and develop individual treatment plans; develop written individual program plans; provide counseling on daily living/emotional issues; implement behavior programs or safety plans; problem solve; crisis intervention; locate resources (financial, emotional, medical, etc.) to support people within the community; problem solve client issues; advocate for client rights; screen and orient new staff; train new staff; drive defensively.
