Rohde & Schwarz USA’s critical infrastructure business unit is expanding and seeking candidates with Test Engineering Managerial experience. This new opening is for a Test Engineering and Operations Manager to support our Air Traffic Control (ATC) programs. Strong candidates will have 15 years' experience in test-engineering environments along with a minimum of 10 years' experience managing a team of engineers and technicians. Exceptional candidates will have prior ATC/avionics test-lab experience, existing Secret/TS clearance, Lean-Six-Sigma Green Belt, and a Ph.D. The position is based out of our new facility in Frederick, MD. US citizenship is required.
Your tasks
Develop and maintain the quarterly and annual Test-Engineering operating plan (headcount, equipment, budget, and capacity forecasts).
Lead the recruitment, onboarding, and career-development roadmap for the test-engineering team (engineers, technicians, planners, and admin staff).
Coordinate cross-functional Test-Ready reviews (Design-to-Test, Test-Plan, Test-Readiness, Release-Gate) and track action-item closure across mechanical, electrical, software, and systems groups
Run weekly “Test Ops Stand-up” and monthly “Continuous-Improvement Review” with all test-lab leads; capture lessons learned and feed them into the Process-Improvement backlog
Maintain the test-lab health-and-safety program (PPE, hazardous-materials handling, emergency-response drills) and ensure zero-incident record.
Create and manage the Test-Engineering training matrix (certifications, equipment-specific training, safety modules) and track compliance for 100 % of staff.

Your qualifications
Bachelor’s degree in EE, ME or related discipline and an MS degree in Engineering or Operations Management
15+ years of progressive experience in test-engineering environments
Minimum 10 years of direct people-management responsibility (team size 5-20, including engineers, technicians, and support staff).
Proven ability to attract, develop, and retain high-performing engineering talent.
Excellent written and verbal communication in English; ability to author clear, audit-ready documentation.
Hands-on experience writing, maintaining, and auditing Standard Operating Procedures (SOPs), work-instructions, and test-plans to meet ISO-9001/AS9100D compliance.
Experience managing budgets, cost accounting, etc.
Ability to travel throughout North America and Europe up to 40%.
Ability to work occasional “off-hours” windows for critical test-run cut-overs or emergency equipment calibrations.
Must be U.S. person capable of receiving U.S. Gov’t security clearance

The total compensation for this position is $165K-$220K. Total compensation includes base salary, variable pay (when applicable) plus benefits. The range is determined by the position, geographic location and level. Individual pay within the range is determined by several factors including location, education or training, relevant work history, sales incentive structure and job-related skills.
