Role summary

The Technology Product Owner - T01/T11 Entry Filing is responsible for the design, implementation, and enhancement of a customs entry filing system. This role requires expertise in customs regulations, entry filing processes, and system architecture to connect business needs with technical solutions. Key responsibilities include requirements gathering, system design for T01 and T11 entries, ensuring CBP compliance, collaborating with stakeholders, optimizing processes, overseeing UAT, and staying updated on trade and technology trends. A Bachelor's degree and 5+ years of experience as a Business Analyst or similar, with at least 3 years in customs compliance or trade management systems, are required.

The Technology Product Owner -T01/T11 Entry Filing will play a pivotal role in designing, implementing, and enhancing a robust T01/T11 entry filing system. This position requires deep expertise in customs regulations, entry filing processes, and system architecture to bridge business needs with technical solutions. The ideal candidate will have hands-on experience building or improving automated filing systems, ensuring seamless integration with CBP's Automated Commercial Environment (ACE) and Automated Broker Interface (ABI). You will collaborate with cross-functional teams to analyze requirements, mitigate risks, and drive compliance-focused innovations.

Key Responsibilities:

  • Requirements Gathering and Analysis: Conduct thorough business analysis to identify and document requirements for building or enhancing T01/T11 entry filing systems, including data mapping, workflow design, and integration with external platforms like ACE/ABI.
  • System Design and Development: Lead the design of scalable filing systems for Type 01 (formal entries for dutiable shipments) and Type 11 (informal entries for low-value goods under $2,500), incorporating features for classification, valuation, duty calculation, and error handling.
  • Compliance and Risk Management: Ensure all system components adhere to CBP regulations, including HTS code classification, bond requirements (for T01), and simplified procedures (for T11).
  • Stakeholder Collaboration: Work closely with IT developers, compliance officers, customs brokers, and end-users to translate business needs into technical specifications. Facilitate workshops, create user stories, and prioritize features using Agile methodologies.
  • Process Optimization: Evaluate existing filing processes, identify inefficiencies, and propose improvements such as automation for entry summary filing, duty estimation, and post-entry amendments.
  • Implementation: Oversee user acceptance testing (UAT), validate system functionality against real-world scenarios, and support rollout, including training materials and change management.
  • Research and Innovation: Stay abreast of evolving CBP policies, trade agreements, and technology trends (e.g., API integrations, AI-driven classification) to future-proof the filing system.

Required Qualifications:

Education
: Bachelor's degree in Business Administration, Information Systems, Supply Chain Management, or a related field. Master's degree or certifications (e.g., Certified Customs Specialist, CBAP) preferred.

Experience
: Minimum of 5+ years as a Business Analyst or similar role, with at least 3 years focused on customs compliance or trade management systems. Proven track record in building or leading the development of T01/T11 entry filing systems, preferably in a logistics, brokerage, or software environment.

Technical Skills:

  • Strong knowledge of U.S. customs entry types (T01 for formal dutiable entries and T11 for informal low-value entries), including ABI filing, HTS/Schedule B classification, and valuation methods.
  • Experience with system integration tools (e.g., EDI, APIs)
  • Proficiency in business analysis tools (e.g., Visio, Jira, Confluence)
  • Domain Expertise: In-depth understanding of CBP regulations, entry summary processes, statements, bonds, queries, post summary corrections, ect.
