Serves as the central coordination and oversight lead for perinatal and infant health initiatives, ensuring alignment across grants, initiatives, and partners while maintaining clear programmatic and operational responsibilities across assigned staff and programs within the Section under K.S.A. 65-177 and the Federal Title V Maternal and Child Health Block Grant. Establishes portfolio priorities, assigns work, sets expectations, and ensures alignment across grants, initiatives, partners, timelines, and deliverables. Work may be carried out directly by the incumbent and/or through supervision of staff responsible for specific portfolio components. Portfolio includes, but is not limited to: Kansas Perinatal Quality Collaborative and the Alliance for Innovation on Maternal Health grant, the Kansas Maternal Mortality Review Committee and associated funding (including Enhancing Reviews and Surveillance to Eliminate Maternal Mortality), and the Kansas Perinatal Collaborative Care framework, which collectively advance Title V perinatal and infant priority needs, strategies, and State Action Plan objectives.
Collaborates routinely with other consultants in the Section, related programs across the Bureau of Family Health, and partners across KDHE and other state agencies, while ensuring clear roles, responsibilities, and accountability across partners and initiatives.
Supervision, Staffing, and Performance Management: Provides oversight and coordination for staff and/or contractors supporting the Perinatal and Infant portfolio. Recruits, trains, coaches, and evaluates staff; establishes performance expectations and deliverables; assigns work based on priorities and grant requirements; supports professional development; and ensures consistent and standardized approaches across all portfolio activities. Accountable for ensuring all supervised portfolio work meets applicable federal grant requirements and KDHE internal policies, including work plan deliverables, reporting timelines, allowable costs, documentation standards, and performance expectations.
Maternal Mortality Review Committee Oversight / Enhancing Reviews and Surveillance to Eliminate Maternal Mortality: Oversees and facilitates the Kansas Maternal Mortality Review Committee functions, including committee operations and required review processes, and supervises or directly manages staff/contractors responsible for abstraction/records processes, meeting logistics, and required reporting products. Ensures findings and recommendations are translated into actionable prevention strategies and dissemination products, with emphasis on equity and disparities, consistent with the committee’s purpose of understanding contributing factors and eliminating preventable maternal deaths.
Coordinates maternal mortality–related data collection, indicator refinement, and shared measurement in collaboration with epidemiology, committee leadership, and partners; ensures required records and reports are prepared and maintained; and uses review findings and data trends to inform continuous quality improvement, program modifications, and timely state and federal grant reporting through required systems.
Job Responsibilities may include but are not limited to the following:
Statewide Perinatal Quality Improvement Leadership: Provides oversight and strategic direction for the Kansas Perinatal Collaborative Care (KPCC) framework, ensuring alignment across partners and initiatives. Supports implementation through technical assistance, evaluation guidance, and coordination with program and partner leads, while programmatic operations and logistics are managed by designated staff or contractors. Supervises or directly manages staff and partner/contractor supports for learning activities, technical assistance, facility engagement, implementation supports, and progress tracking. Ensures quality improvement work reflects data-driven, evidence-based practice and strengthens the perinatal system of care. Ensures all portfolio work is grounded in data-driven quality improvement, evidence-based practice, and measurable outcomes aligned with Title V priorities.
Develops trusted partnerships with participating facilities and subject-matter partners to support implementation, learning, and sustained practice change.
Kansas Perinatal Collaborative Care Framework (Systems Coordination): Oversees implementation and ongoing coordination of the Kansas Perinatal Collaborative Care framework, including cross-system alignment and partner engagement needed to strengthen community-driven systems of care for maternal and infant health. Supervises or directly manages staff/contractors supporting KPCC activities, and ensures coordination with other portfolio initiatives.

- Minimum Qualifications:
- Two years of experience in planning, organizing and directing the work of community collaborative, local government or community-based organization, state department, program or other agency. Relevant education may be substituted for experiences as determined relevant by the agency.
