Posting Details
This position will work in the Office of the Director (OFD), within the Mining and Minerals Division (MMD) of the Energy, Minerals and Natural Resources Department (EMNRD). The MMD's mission is to ensure the responsible utilization, conservation, reclamation and safeguarding of land and resources affected by mining.
Interviews are anticipated to be conducted within two weeks of closing date.
Why does the job exist?
The Lead Data Analyst position serves as the senior data analysis and reporting analyst for the division. This position will collaborate with program managers across MMD programs to collect and report on data across all program areas. This data and original analysis will inform reports to external parties such as OTS, the New Mexico Legislature, the Office of the Governor, the federal government, and the public.
This position is also responsible for management of the Mine, Registration, Reporting and Safeguarding Program and all requirements of 19.7.1.1 NMAC also known as the "New Mexico Mine Registration and Reporting Program" This includes meeting requirements to ensure registration of all mines across the State of New Mexico, ensuring reporting requirements of all mines annually, safeguarding at all mine sites across the State of New Mexico, and compliance and enforcement of this program statewide.
How does it get done?

  • This position will collect, review and analyze numerous sets of data across the Mining Act Reclamation Program (MARP), the Abandoned Mine Land Program (AMLP), the Coal Mine Reclamation Program (CMRP), the Mine, Registration, Reporting and Safeguarding Program (MRRSP), and the Office of the Director (OFD).
  • This position will analyze sets of data to assist program managers, the deputy director, the director and executive management of EMNRD make informed decisions regarding their program areas. This includes reviewing trends in data, economic forecasting as it relates to minerals in New Mexico, and an understanding of the other programs in MMD to best analyze data and reports to provide sound advice to the groups previously mentioned.
  • This position will collect data points to prepare various graphs and tables for reporting purposes.
  • This position will analyze reports produced by other state agencies, other states, the federal government, and national recognized mining oversight organizations such as the Interstate Mining Compact Commission (IMCC) to provide MMD staff and management important information and data related to their programs to ensure efficient administration of their program responsibilities. This includes reviewing and analyzing data in these reports to provide narratives and briefings to management.

Minimum Qualification
Bachelor's degree from an accredited college or university in Business or Public Administration, Accounting, Finance, Economics, Mathematics, Statistics, Computer Science, Psychology, Marketing Research, Sociology, Education, or other related field with nine (9) years of experience directly related to position at time of posting or in the development, implementation and management of accountability systems, performance measures, data collection, analysis, statistical research, and/or advanced statistical modeling or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid driver's license.
Working Conditions
Work is performed in an office setting with exposure to visual/video display terminals. This position will also conduct inspections at outdoor mineral extraction facilities across the state.
