NM Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.
The Preparedness Bureau serves to increase local capabilities across New Mexico before disasters occur to reduce their impacts and decrease time to recovery.

The purpose of this position is to work on program or project management and coordination of the Statewide Hazardous
Materials Program. Duties include:
- overseeing Hazardous Materials Emergency Preparedness grant application, award, and sub-grant flow-through funding
process
- coordinating the federally mandated Emergency Planning and Community Right to Know Act (EPCRA) Program
- providing meeting support to the State Emergency Response Commission (SERC),
- providing meeting support to the State Hazardous Materials Safety Board
- overseeing annual Tier II hazardous materials reporting for the state
How does it get done?
Key Responsibilities of the Hazardous Materials Coordinator
1. State Hazardous Materials Emergency Preparedness and Coordination (35%)
o Serve as the primary point of contact for all hazardous materials preparedness activities in the state.
o Aid in the review, maintenance, and updating of the State Hazardous Materials Emergency Response (HMER) plan as needed.
o Support the reinstatement and coordination of the Hazardous Materials Safety Board (HMSB).
o Conduct outreach to organizations for hazardous materials identification, planning, and response strategies.
o Facilitate multi-agency coordination and planning to improve statewide hazmat response capabilities.
2. Tier II Reporting and EPCRA Compliance Management (30%)
o Oversee the Tier II reporting process under the Emergency Planning and Community Right-to-Know Act (EPCRA).
o Process and manage Tier II industry data submissions and ensure compliance.
o Assist stakeholders with EPCRA and the NM Hazardous Chemicals Information Act reporting requirements.
o Track and reconcile Tier II fee payments and reporting submissions.
o Modernize the Tier II reporting and fee collection processes.
3. Hazardous Materials Emergency Preparedness (HMEP) Grant Administration (20%)
o Develop and submit HMEP grant applications and required reports to the Pipeline and Hazardous Materials Safety Administration (PHMSA).
o Coordinate Notice of Funding Opportunity (NOFO) announcements and assist local agencies in securing sub-grants.
o Ensure compliance with grant spending and reporting deadlines in collaboration with Finance.
o Manage communications with PHMSA and oversee the allocation of HMEP funds.
4. State Emergency Response Commission (SERC) Support and Reporting (10%)
o Schedule, organize, and ensure compliance of SERC meetings with the Open Meetings Act.
o Draft, submit, and publish the SERC annual report in collaboration with the SERC and the DHSEM PIO.
o Engage with the Governor¿s Office to ensure proper management and appointments to the SERC.
o Promote SERC activities and support Local Emergency Planning Committees (LEPCs).
5. Special Projects and Technical Support (5%)
o Coordinate the distribution of the Emergency Response Guidebook (ERG).
o Support the LANL HAZMAT Challenge and other hazmat training exercises.
o Assist local jurisdictions and state agencies in hazmat training efforts.
o Work towards policy updates and funding improvements for hazardous materials programs.
o Attend and support trainings and exercises.
6. Emergency Operations Center Activation (5%-100%)
o May be activated to serve in the state Emergency Operations Center.
o Extended hours and work on weekends and overnights may be required during activations.
o Coordinator will be required to open an EOC Position Task Book and work toward completing it.

Minimum Qualification
Bachelor's Degree in a relevant field of study from an accredited college or university and four (4) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements
Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Occasional work outdoors is expected and may include harsh environments, austere conditions, or unpredictable weather.
Loading and unloading of small equipment (less than 35 lbs) from vehicles.
Work is primarily performed in-person, online, and in a virtual setting. Some travel in-state expected. Some out-of-state travel is possible.
Subject to recall during disasters and other emergencies.
Work on weekends, holidays and shift work may be required during emergency and/or disaster situations.
Shift work may be required during emergency activations.
