Role summary

Wyoming Department of Transportation (WYDOT) seeks a Highway Safety Crash Data Analyst in Cheyenne, WY. This role is responsible for analyzing crash data and reporting statistics for all public roads in Wyoming, identifying high-hazard locations and safety trends. The analyst will provide actionable information to internal and external customers, monitor database validity, compile and perform statistical analysis, and fulfill data requests. Responsibilities also include assisting IT with data correction, coordinating data exchange, developing user manuals, and training others on record systems and data inquiry. A Bachelor's Degree in Records or Data Management is required, with 0-3 years of experience, or an equivalent combination of education and experience. Preference is given to candidates with at least two years of experience using a relational database.

## Description and Functions

GENERAL DESCRIPTION:
Wyoming Department of Transportation (WYDOT) is looking for a Highway Safety Crash Data Analyst in Cheyenne, WY. This position is responsible for analyzing crash data and reporting crash statistics on all public roads for the entire State of Wyoming, noting high-hazard locations and trends affecting highway safety to provide understandable and actionable information to both internal and external customers. The Records & Data Management Analyst assists in developing strategies and administers programs related to acquiring, preserving, managing, and providing access to various records of the State of Wyoming.
Cheyenne is a steadily growing community along the Front Range, but still true to the history of the Old West. The city offers nearby mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Cheyenne is the home to the "Daddy of 'em All" – Cheyenne Frontier Days – held every last week of July. Wyoming is one of only nine states with no state income tax.

  • Responsible for the evaluation and analysis of collected data
  • Monitors database validity
  • Compiles data and performs statistical analysis duties
  • Fulfills data requests and interprets data for various constituents, including citizens, consulting firms, industry, and other agencies
  • Explains policies, procedures, and practices to other agencies, government officials, and outside individuals or groups
  • Makes recommendations concerning policy and procedural issues
  • Recommends and makes program enhancements
  • Assists the IT department with testing, verifying, and correcting data for the records management program and makes recommendations for changes and corrections to the system.
  • Coordinates the exchange of data from the specialized record storage system(s) with other internal and external systems
  • Assists in the administration of programs related to acquiring, preserving, managing, and providing access to various records of the State of Wyoming
  • Develops specialized record storage system(s) user manual updates
  • Trains others on the use of specialized record storage system(s), data inquiry, and querying
  • Assists in the production of crash data publications

## Qualifications

PREFERENCES:
Preference will be given to candidates with at least two (2) years of experience as a data analyst using a relational database.
KNOWLEDGE:

  • Knowledge of office work procedures, standards, and practices
  • Knowledge of theories, principles, and practices of archival science
  • Knowledge of governmental records systems
  • Knowledge of methods of library or archives research
  • Knowledge of basic statistical compilation and analysis
  • Knowledge and understanding of relational databases
  • Knowledge of quality assurance processes
  • Knowledge of principles and concepts of program management and project management
  • Ability to develop methodologies for the analysis of collected data using a variety of analysis tools
  • Ability to read and understand maps
  • Communication skills to interpret requests, explain capabilities, describe results, and provide training

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Records or Data Management)

Experience:

0-3 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II

OR

Education & Experience Substitution:

4-6 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II

  • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
  • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
  • Employees would only be eligible for one (1) hiring bonus in a 12 month period.
  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
