Role summary
Stepping Stones of Rockford is seeking a passionate Program Manager to support individuals living with serious mental illness. This role involves coordinating individualized treatment plans, managing daily living needs, and acting as a liaison between clients, the agency, and community resources. Responsibilities include teaching life skills, assisting with financial management and medication adherence, and maintaining safe living environments. The Program Manager will also complete documentation, collaborate with team members, and potentially supervise staff (4-6+ depending on the program site). A Bachelor's degree in a behavioral science or related field, or 5 years of relevant experience, is required, along with knowledge of mental health services and Medicaid Rule 132 qualifications.

Program Manager – Mental Health Services
Location: Rockford, IL
Salary: $50,000 – $55,000 annually
Schedule: Monday–Friday | 8:00 AM – 5:00 PM

Requirements:
What You’ll Do
As a Program Manager, you’ll serve as a central support person for clients while helping coordinate their individualized treatment plans and daily living needs.
Client Support & Care Coordination
Serve as a link between clients, the agency, and community resources.
Assist clients in accessing and maintaining needed resources and entitlements.
Teach community living skills including budgeting, banking, and daily living skills.
Perform payees-ship duties while helping clients learn financial management skills.
Monitor and educate clients about medications, side effects, and proper use.
Observe and document client self-administration of medication.
Provide problem-solving support, remedial counseling, or group support as needed.
Complete accurate and timely documentation and service notes.
Program & Site Oversight
Maintain safe, clean, and organized group homes or apartment sites.
Ensure client medication storage aligns with physician orders.
Maintain accurate and compliant client files and records.
Follow infection control practices and safety standards.
Understand emergency procedures and properly utilize 911 and agency on-call systems.
Know site emergency systems including gas, water, electrical controls, and fire extinguishers.
Team Collaboration
Attend and coordinate staff meetings and trainings.
Collaborate with rehabilitation supervisors, mental health professionals, and other team members.
Work closely with families, guardians, and community partners.
Leadership Opportunities
Some Program Managers supervise staff depending on the program site:
Apartment Program Manager: Supervises 6+ staff members
Group Home Program Manager: Supervises 4+ staff members
Community Program Manager: No direct supervision
Supervisory responsibilities may include:
Assigning and monitoring staff tasks
Training and orienting new staff to the site
Assisting staff with addressing client behavior and identifying interventions
Qualifications
To be successful in this role, candidates should have:
Knowledge of behavioral science and mental health services
Strong communication, organizational, and problem-solving skills
Patience, sound judgment, and leadership ability
Ability to work independently and collaboratively
Requirements
Must be 21 years of age
Valid driver’s license and insured vehicle
Ability to meet Medicaid Rule 132 Mental Health Professional qualifications
Education / Experience
Bachelor’s Degree in behavioral science or related field
OR
5 years of experience in mental health or related social services field
Agency training will be provided and must be completed successfully.
Physical Requirements
This role requires a mix of office and active work including:
Sitting (approx. 3 hours daily)
Standing, bending, and climbing stairs (approx. 5 hours daily)
Lifting up to 30lbs
Pushing or pulling up to 50lbs
Operating agency vehicles when needed

Work Environment
Program Managers work in a moderately active environment with regular client interaction. Staff must remain fully engaged in client care and cannot simultaneously conduct personal activities while providing direct support.
This position requires professionalism, compassion, and dedication to supporting individuals in recovery.
