Position Overview
We are seeking a highly accomplished and results-driven Program Manager with extensive federal government contracting experience to lead complex, multi-million-dollar programs across multiple agencies and contract vehicles. The ideal candidate is a strategic leader with a proven history of managing large-scale federal portfolios, overseeing cross-functional teams, driving operational excellence, and ensuring successful delivery of mission-critical initiatives.
This role requires an elite-level professional capable of managing programs exceeding $200M in total contract value while maintaining compliance, profitability, client satisfaction, and high-performing team operations.
Key Responsibilities
• Lead and oversee large-scale federal government programs and contracts with combined budgets exceeding $200 million
• Manage multiple simultaneous contracts, task orders, and subcontractor relationships across federal agencies
• Provide executive-level leadership for program operations, staffing, budgeting, risk management, and strategic planning
• Direct and mentor teams of 20+ personnel including Project Managers, Analysts, Technical Leads, Consultants, and Administrative Staff
• Serve as the primary liaison between government stakeholders, CORs, COs, executive leadership, and teaming partners
• Ensure compliance with FAR, DFARS, federal acquisition regulations, labor categories, contract deliverables, and performance standards
• Develop and manage program budgets, burn rates, forecasting models, and financial reporting
• Drive operational efficiency, process improvement initiatives, and KPI performance metrics
• Lead program kickoff meetings, executive briefings, status reporting, and stakeholder communications
• Oversee resource planning, staffing strategies, onboarding, workforce development, and performance management
• Manage subcontractor performance, vendor relationships, and teaming agreements
• Ensure successful execution of project schedules, deliverables, SLAs, and customer expectations
• Identify program risks and implement mitigation strategies to minimize operational and financial exposure
• Support business development efforts including proposal development, capture management, staffing plans, and transition activities
• Maintain high customer satisfaction while ensuring contract profitability and operational success
• Utilize enterprise tools such as Unanet, MS Project, Smartsheet, Power BI, SharePoint, Jira, Salesforce, or similar platforms for reporting and program oversight
Required Qualifications
• Bachelor’s degree in Business Administration, Public Administration, Project Management, Information Technology, or related field
• Active PMP (Project Management Professional) Certification is REQUIRED and candidates without an active PMP certification will not be considered
• Minimum 10+ years of experience managing federal government contracts and enterprise-level programs
• Demonstrated experience managing programs and portfolios exceeding $200 million in total contract value
• Proven leadership experience overseeing teams of 20 or more employees across multiple functional areas
• Extensive knowledge of federal contracting processes, compliance standards, FAR, DFARS, and acquisition regulations
• Strong experience managing contract financials, forecasting, invoicing, budgeting, and resource allocation
• Experience working with agencies such as CDC, HHS, USAID, DoD, USDA, DHS, VA, GSA, or similar federal entities preferred
• Exceptional leadership, communication, negotiation, and executive presentation skills
• Strong ability to manage high-pressure environments with multiple competing priorities
• Experience leading remote, hybrid, and geographically dispersed teams
• Demonstrated success in customer relationship management and stakeholder engagement
• Strong analytical, organizational, and problem-solving capabilities
• Ability to obtain and maintain a Public Trust or Security Clearance preferred
Preferred Qualifications
• Master’s degree preferred
• Experience supporting large IDIQs, GWACs, BPAs, and multi-award contract vehicles
• Lean Six Sigma certification preferred
• Agile, Scrum, or SAFe certifications highly desirable
• Experience supporting international programs, public health initiatives, IT modernization, or enterprise operations preferred
• Prior experience in proposal management, capture strategy, and business development initiatives
