Role summary

The U.S. Department of Energy Office of Secure Transportation (OST) Training Command (TRACOM) seeks an experienced Program Manager to oversee a mission-critical federal training support services program. This role requires comprehensive program and project management, including staffing, scheduling, administrative oversight, risk management, and quality assurance. The Program Manager will serve as the primary point of contact and authorized interface with government officials, ensuring compliant, timely, and high-quality performance. Responsibilities include leading staff, managing budgets, tracking risks, and ensuring adherence to all requirements. A Bachelor's degree and a minimum of five years of program management experience are required, along with experience in staffing, budgeting, scheduling, and client interaction.

## Position Overview

We are seeking an experienced Program Manager to serve as the contractor's sole Program Manager supporting the U.S. Department of Energy Office of Secure Transportation (OST) Training Command (TRACOM). This position is responsible for overall program and project management, including staffing, scheduling, administrative oversight, risk management, and quality assurance for a mission-critical federal training support services program. The Program Manager acts as the primary point of contact and authorized interface with the Contracting Officer, Contracting Officer's Representative, government leadership, and customer representatives, ensuring compliant, timely, and high-quality performance across the full scope of the Order.

## Key Responsibilities

  • Serve as the contractor's single Program Manager and primary point of contact for the Order
  • Provide full program and project management for the complete scope of work
  • Supervise contractor personnel and coordinate work schedules
  • Assign schedules, enforce work standards, and review work discrepancies
  • Ensure timely, compliant, and high-quality performance of all services
  • Resolve day-to-day operational issues and minor concerns
  • Oversee completion of all required administrative tasks under the Performance Work Statement (PWS)
  • Support coordination of OST training activities by providing and gathering required information
  • Maintain overall responsibility for quality assurance and successful program execution
  • Serve as the authorized interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), government management personnel, and customer representatives
  • Lead staffing actions, including placement of qualified personnel
  • Track program risks and issues and implement corrective actions
  • Communicate organizational policies, purposes, and goals to assigned personnel
  • Designate an Acting Program Manager during absences and notify appropriate federal officials

## Required Qualifications

  • Bachelor's degree (required)
  • Minimum five (5) years of program management experience
  • Experience with staffing, budgeting, scheduling, and client interaction
  • Strong knowledge of project management principles
  • Experience managing risk and tracking multiple issues
  • Experience developing and implementing program and project plans
  • Excellent communication and conflict resolution skills
  • Ability to operate effectively in a compliance-driven environment

## Preferred Qualifications

  • Military and/or law enforcement experience

## Clearance, Screening, and Compliance Requirements

  • Ability to obtain and maintain a DOE Q security clearance
  • Successful completion of pre-employment screening (identity, education, employment, credit, and law enforcement)
  • Compliance with required drug testing
  • Execution of SF 312 Non-Disclosure Agreement

## Work Location and Schedule

  • Primary duty location: OST Training Command (TRACOM)
  • Location reference: Fort Smith / Fort Chaffee, Arkansas area
  • Core hours: Monday–Friday, 7:00 a.m. to 4:00 p.m.
  • Support outside normal business hours may be required
  • Weekend and holiday work may be required based on mission needs
