Role summary
Tenfold is seeking a Program Manager to oversee its Market View Apartments, Hearthside Program, and Supportive Services Program. This role involves coordinating all program aspects, including development, implementation, administration, outcomes tracking, and reporting. The Program Manager will directly supervise staff, ensure program compliance and accreditation, and manage community partnerships. Key responsibilities include budget oversight, contract management, referral screening, and providing direct case management services. Proficiency in Microsoft Office and client databases is preferred, along with strong leadership, organizational, and communication skills. A Bachelor's degree in Social Work or a related field is required, with a Master's preferred.
Job Title: Program Manager, Permanent Supportive Housing and Supportive Housing Services
Basic Functions: Coordinate all aspects of Tenfold’s Market View Apartments, the Hearthside Program, and the Supportive Services Program. Responsibilities including program development, implementation, administration, outcomes tracking and reporting, and direct supervision of Permanent Supportive Housing (PSH) and Supportive Services staff. Ensure ongoing program compliance, adherence to accreditation standards, and effective coordination with referring entities, service providers, and community partners.
- Essential Functions:
- Develop, monitor, and report on program outcomes
- Provide leadership, direction, and oversight for program implementation and service delivery
- Oversee overall program and facility administration, including:
- Program budgets
- Contract compliance with funding sources
- Screen referrals for eligibility through applications and interviews (Market View and Hearthside)
- Build and maintain community partnerships; represent programs at meetings and committees as assigned
- Ensure Supportive Services contracts are current and all requirements are met
- Maintain working knowledge of databases (Homeward Bound and Empower Lancaster), including accurate data entry and reporting
- Supervise and train case managers, including regular check-ins to monitor performance, task completion, and progress toward goals
- Meet regularly with the Director of Supportive Housing Programs to review program needs, improvements, and resident-related issues
- Provide direct case management services to Market View and Hearthside participants, and other clients as needed
- Provide coverage for Supportive Services staff and case managers when necessary
Other Functions:
- Maintain knowledge of funding contracts; ensure compliance, monitor billing and budgets, and complete required reporting
- Perform other duties as assigned
Minimum Knowledge, Skills, and Abilities:
Education and Experience:
- Master’s Degree in Social Work preferred; Bachelor’s Degree in Social Work or related field required
- Equivalent combination of education and experience may be considered (e.g., Associate’s Degree with 5+ years of related experience)
- Minimum of one year of supervisory/management experience (two or more years preferred)
- Minimum of two years of direct service experience with low- to moderate-income households

This full-time position is classified as exempt from overtime and compensation is paid on a salaried basis.
