Position Overview
*This recruitment will fill two positions within the Office of Special Populations and Student Supports (OSPSS), depending on organizational needs and candidate strengths.*
Reporting to the Director of Data Strategy and Reporting, the Data Strategy and Reporting Managers lead complex data strategies, reporting, and compliance operations supporting special education and special populations. These positions oversee end-to-end reporting workflows, supervise and develop technical staff, and collaborate with internal and external stakeholders to deliver accurate, timely, and compliant data products aligned with state and federal requirements.
The Data Strategy and Reporting Manager for Special Populations leads advanced data operations supporting special populations reporting and analysis, with a focus on complex data requests, analytical rigor, and cross-program coordination. This role plays a key part in monitoring and responding to statutory requirement changes and strengthening LEA data submission quality through sustained engagement and collaboration.
The Data Strategy and Reporting Manager for Special Education leads compliance operations for IDEA Part B and related special populations reporting, with primary responsibility for managing federal and state submission calendars and ensuring alignment with evolving federal requirements. This role improves LEA data submission quality through strategic engagement and intentional system design and process improvements.
The manager translates approved business rules into reproducible workflows and documentation, implements automated quality assurance and privacy safeguards, and advises on approved policy targets as needed. These positions operate with significant independence to deliver accurate, compliant, and on time public reporting. Specific reporting portfolios and focus areas will vary based on assignment.

Essential Functions

1. Data Strategy and Reporting Leadership: lead end-to-end data reporting and analysis workflows, translating complex state and federal requirements into repeatable, auditable processes that ensure accurate and timely delivery of data products.
2. Technical Standards and Oversight: Establish and enforce technical, documentation, and quality standards for data processing and analysis; review complex methodologies; and provide hands-on technical guidance as needed to ensure reproducible, compliant outputs.
3. Quality Assurance and Privacy Compliance: Design and oversee data quality assurance systems, automated validations, and error resolution processes while ensuring compliance with FERPA and other applicable privacy requirements.
4. Stakeholder and Cross-Functional Collaboration: Partner with program teams, data system owners, and external stakeholders (including LEAs, ESCs, and other agencies) to align on reporting expectations, timelines, and data quality requirements.
5. Team Leadership and Capacity Building: Supervise and develop technical staff, manage workload and reporting calendars, ensure knowledge transfer and documentation, and build sustainable team capacity to meet evolving statutory and organizational needs.
Qualifications
Minimum Qualifications
- Education: Graduation from an accredited four-year college or university
- Experience: At least four [4] years of experience in managing projects/complex processes in special education/populations (local to federal level)
- Substitutions: An advanced degree may substitute for two years of required experience
Other Qualifications
- Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
- A degree in Education, data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, sociology, psychology, business, preferred
- Background in research/statistical analysis and SAS programming, preferred
- Working knowledge of statistical programming languages (SAS preferred, R/Python acceptable) to review code quality and troubleshoot team outputs
- Experience supervising technical staff and managing complex, multi-stakeholder projects with competing deadlines is preferred but not required
- Experience with large institutional databases and administrative data, FERPA privacy protocols, and QA process design is preferred but not required
- Exceptional communication skills with ability to translate complex regulatory requirements into clear guidance and stakeholder materials for diverse audiences
- Ability to build productive relationships across organizational boundaries and represent organizational interests externally
