Role summary

The Housing Rehabilitation Program Manager will oversee the City's housing rehabilitation program and provide construction oversight for HUD-financed affordable housing projects. Responsibilities include planning and supervising housing repairs, administering project selection and loan programs (CDBG, SDBG), developing scopes of work, and ensuring compliance with federal regulations. Job Description:

In this role, you will be responsible for the overall coordination of the City’s housing rehabilitation program and construction oversight of privately developed affordable housing projects utilizing HUD financing.

### Examples of Duties:

  • Plans, organizes and supervises the repair or rehabilitation of privately-owned housing with the goal of revitalizing neighborhoods, preserving historic housing stock and eliminating hazardous conditions. The work is funded from a combination of owner-secured financing and SDBG loans or grants.
  • Administers the rehabilitation project selection process that considers the location and condition of the property and the financial capability of the homeowner.
  • Analyzes the applicant’s financial condition, credit history, and references to determine ability to finance all or a portion of the work. Analyses the location of the home and its physical condition. Works with owner and private lenders to develop a rehabilitation program financed by private mortgages between the owner and a lending institution augmented as necessary by CDBG loans or grants. Administers the CDBG loan program of market-rate, reduced rate or deferred payment loans.
  • Develops scopes of work, cost estimates and funding plans for each project. Presents candidate projects to the Redevelopment and Preservation Commission for review and approval.
  • Assists the owner by administering the rehabilitation process form initial selection of the architect through a competitively awarded construction contract. Monitors the construction process, ensures quality control, and approves contractor progress payments on behalf of the owner. Administer program of reduced interest or deferred payment loans.
  • Ensure the rehabilitation program complies with all federal requirements and mandates.
  • Provides construction quality oversight of privately developed, HUD-financed affordable housing construction projects by reviewing and approving construction progress and payment requests.
  • Conducts periodic inspection of completed housing projects to ensure grant compliance.
  • Performs other duties as assigned.

### Basic Qualifications:

  • Bachelor’s degree (BA/BS) in architecture, engineering, building science or a related field and 2 years of related experience and/or training, or an equivalent combination of education and experience.
  • Valid driver's license.
  • Thorough knowledge of Microsoft Office or similar software.

### Other Necessary Requirements:

  • May require evenings, weekends, and holidays as scheduled.
  • In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
