HIV Program Manager
Role summary

Position Overview
The HIV Program Manager provides day-to-day leadership for The Center’s Rapid Start program. Key Responsibilities
- Report directly to the Director of the Clinic and provide operational leadership for the Rapid Start Program.
- Supervise Rapid Start program staff, including hiring support, onboarding, training, scheduling, coaching, performance management, and retention efforts.
- Develop, implement, and maintain workflows and protocols that support immediate linkage to HIV care, same-day or rapid antiretroviral treatment access, and strong continuity of care.
- Create and maintain a high-performing team culture grounded in accountability, urgency, collaboration, compassion, and excellent patient service.
- Track, analyze, and report program metrics, including linkage timelines, rapid start initiation, retention indicators, referral sources, productivity, and other key performance measures.
- Lead regular metric review meetings with staff and leadership and use data to identify gaps, improve workflows, and strengthen outcomes.
- Develop and manage program budgets in collaboration with clinic leadership, including forecasting needs, monitoring spending, and identifying opportunities for program growth and sustainability.
- Support grant-related activities assigned, including implementation, tracking, reporting, and alignment of program activities with grant requirements.
- Build and maintain strong referral relationships with hospitals, testing sites, community-based organizations, medical providers, public health partners, and non-traditional points of access.
- Oversee accurate and timely documentation, data collection, monthly reporting, and program records in accordance with organizational, grant, and regulatory requirements.
- Partner with clinic leadership to identify service gaps, expand rapid start capacity, and develop one of the strongest rapid start programs possible for the community.
- Participate in meetings, trainings, committees, community coalitions, and cross-functional workgroups that support program excellence and organizational goals.
- Represent The Center professionally in community settings and support outreach and education efforts related to HIV rapid linkage and care engagement.
- Perform other related duties as assigned in support of clinic operations and program success.

Minimum Qualifications
- Three to five years of progressively responsible experience in program management, healthcare operations, HIV services, public health, or a closely related field.
- At least two years of experience supervising staff or leading teams.
- Experience with budget development, budget monitoring, and program reporting strongly preferred.
- Experience using data and performance metrics to guide operational improvement strongly preferred.
- Experience working in HIV care, sexual health, community health, case management, or rapid linkage to care programs strongly preferred.
- Experience with grant-funded programs and compliance requirements preferred.
- Experience with public speaking, training, and community partner engagement preferred.

Physical Requirements
- Ability to lift to 50 lbs and assist with light setup tasks.

Educational/Licensure Requirements
