Role summary

This role oversees and coordinates complex technology acquisition programs, focusing on the procurement, logistics, and deployment of equipment to enhance processing, distribution, and customer service functions. The Program Manager will develop plans, policies, and forecasts, oversee the creation of technical specifications and statements of work, and evaluate proposals. Key responsibilities include providing technical guidance during contract negotiations, preparing capital investment briefings and justification packages for senior management, developing and managing the annual capital equipment acquisition budget, and monitoring program expenditures. The role also involves developing future equipment concepts and acting as a liaison with external organizations, suppliers, and manufacturers.

PROGRAM MANAGER, TECHNOLOGY ACQUISITION (EAS-25)

FUNCTIONAL PURPOSE:

Oversees and coordinates the most complex programs involving the acquisition, logistics support and deployment of processing, delivery, retail and material handling equipment to improve the quality, efficiency and effectiveness of the processing and distribution and customer services functions.

DUTIES AND RESPONSIBILITIES:

  • Oversees and coordinates the activities of a small group of lower level employees assigned on a project basis to major acquisition programs.
  • Provides input on the development of plans, policies and forecasts for the acquisition and deployment of operations and customer services equipment systems.
  • Oversees efforts to develop solicitation specifications, acquisition and evaluation of prototype and off-the-shelf equipment in support of operational goals.
  • Oversees and coordinates the development of technical specifications, formulation of statements of work; reviews and evaluates requests for proposals, for performance requirements for equipment and material handling systems.
  • Provides technical guidance in support of contract negotiations associated with equipment acquisitions and the evaluation of commercial equipment technologies and systems; acts as the contracting officer's technical representative.
  • Prepares Capital Investment briefings and presentations for senior management and the Board of Governors regarding the scope and status of acquisition programs.
  • Prepares justification packages for equipment acquisitions requiring Board of Governors and/or Senior Level Management approval.
  • Develops an annual capital equipment acquisition budget; provides input for assigned programs and projects; monitors program expenditures.
  • Develops and oversees concepts for future operational and retail equipment necessary to ensure compliance with future operational requirements; develops requirements for design modification to existing equipment that improve quality and performance.
  • Acts as liaison with representatives of private, professional, and academic organizations, suppliers and manufacturers.

REQUIREMENTS:

  • Knowledge of engineering principles and practices.
  • Ability to provide technical guidance in contract negotiations associated with equipment acquisitions and the evaluation of commercial equipment technologies and systems.
  • Ability to prepare justification packages for equipment acquisition.
  • Ability to provide input on the development of plans, policies and forecasts for the acquisition and deployment of operations and customer services equipment systems.
  • Ability to prepare an annual capital equipment acquisition budget and monitor program expenditures.
  • Ability to oversee and coordinate the development of technical specifications, the formulation of statements of work, and the review and evaluation of contractor proposals.
  • Ability to monitor equipment performance, safety/ergonomic, and field issues during the deployment phase of equipment programs.
  • Ability to communicate in order to present Capital Investment briefings and presentations and to discuss technical material with representatives of private, professional, and academic organizations, contractors and manufacturers.
  • Ability to oversee and coordinate the activities of others to meet project objectives, including organizing, assigning, and monitoring the work, establishing effective work relationships, and facilitating the flow of work-related information.
  • Ability to manage projects using tools and resources (e.g., Microsoft Project, Word) sufficient to perform activities such as work breakdown, resource estimating, project planning, tracking/oversight, scheduling tasks, negotiating deliverables, project administration and status reporting.
